Experience

Hongyan He Oliver is a post-doctoral research fellow at Energy Technology Innovation Policy in the Belfer Center for Science and International Affairs, Kennedy School of Government, Harvard University. She holds a Ph.D. from the Civil and Environmental Engineering Department, Stanford University (2005), a Master's degree in environmental economics and policy (1999) and a Bachelor's degree in environmental sciences (1996) from Beijing University. Her current research focuses on sustainable transportation in China, in particular technologies and policies concerning vehicle pollution control, fuel efficiency improvement, and fuel quality. Her general research interest includes environmentally friendly technology transfer, environmental policy design, and policy/program implementation evaluation. Since the mid 1990s, Dr. Oliver has been engaged in extensive studies on environmental policy design and implementation in China. Her experience in Chinese environmental policy includes, for example, designing fiscal policies for phasing-out ozone depleting substances, examining innovative policy options for controlling emissions from power plants, evaluating the effectiveness of cleaner production programs, and assessing the incentives for industries to improve their environmental performance.

While the world congratulated Beijing for its dazzling Olympic stadiums and the splendid opening ceremony, the Belfer Center's Hongyan Oliver argues that it should have also given the city another round of applause for its decade-long efforts to clean up its air. While some of these improvements were temporary, she notes, "its Olympic effort showed the world and China that it is capable of making great changes."
