The Ethics of Nuclear Energy: Risk, Justice and Democracy in the Post-Fukushima Era

| August 2015

Despite the nuclear accident at the Fukushima-Daiichi plant in Japan, a growing number of countries are interested in expanding or introducing nuclear energy. However, nuclear energy production and nuclear waste disposal give rise to pressing ethical questions that society needs to face. This book takes up this challenge with essays by an international team of scholars focusing on the key issues of risk, justice and democracy. The essays consider a range of ethical issues including radiological protection, the influence of gender in the acceptability of nuclear risk, and environmental, international and intergenerational justice in the context of nuclear energy

Design for Values in Nuclear Technology

| 2014

Safety has always been an important criterion for designing nuclear reactors, but in addition to safety, there are at least four other values that play a key role, namely, security (i.e., sabotage and proliferation), sustainability (i.e., environmental impacts, energy resource availability), economic viability (i.e., embarking on new technology and its continuation), as well as intergenerational justice (i.e., what we leave behind for future generations). This chapter reviews the evolution of generations of nuclear reactors (I, II, III, III, and IV) in terms of these values.

Moving Beyond Pretense: Nuclear Power and Nonproliferation

    Editor:
  • Henry Sokolski
| June 2014

Most governments have made the promotion of nuclear power’s growth and global development a top priority. Throughout, they have insisted that the dangers of nuclear weapons proliferation are manageable either by making future nuclear plants more “proliferation-resistant” or by strengthening International Atomic Energy Agency (IAEA) safeguards and acquiring more timely intelligence on proliferators. How sound is this view?

International Atomic Energy Agency Inspections in Perspective

| June 2014

The nuclear nonproliferation regime continues to face a broad array of challenges. It is easy to see why new solutions are needed. The world is undergoing rapid changes on many fronts—including technologically. The Nuclear Nonproliferation Treaty (NPT) entered into force 40 years ago. It should not surprise us that the solutions of 1970 are not a perfect fit to the challenges of the 21st century.

Verifying the Dismantlement of South Africa's Nuclear Weapons Program

| March 2014

"In its 2010 annual Safeguards Statement [...] the IAEA determined that it 'found no indication of the diversion of declared nuclear material from peaceful nuclear activities and no indication of undeclared nuclear material or activities. On this basis, the Secretariat concluded that, for these States, all nuclear material remained in peaceful activities.' This rolling safeguards report that provided a yearly review of the status of IAEA member states’ nuclear activities was noteworthy as South Africa was, for the first time, included in the above group of states."

The Threat of Nuclear Terrorism is Real

| April 1, 2013

This chapter summarizes the case that it is plausible that sophisticated terrorist groups could make a nuclear bomb if they got the nuclear material; that some terrorist groups have actively tried to get nuclear bombs in the past, and some groups are likely to try again in the future; and that unless urgent action is taken to improve nuclear security, it is plausible that terrorists might be able to get the potential nuclear bomb material they would need.

Nuclear Energy and Global Governance: Ensuring Safety, Security and Non-proliferation

| March 2012

This timely book examines comprehensively the drivers of and constraints on a prospective nuclear revival and its likely nature and scope. Of special interest are developing countries which aspire to have nuclear energy and which currently lack the infrastructure, experience, and regulatory structures to successfully manage such a major industrial enterprise. The Fukushima disaster has made such considerations even more pertinent: if a technologically sophisticated country like Japan has difficulties dealing with nuclear safety and security how much harder would it be for a newcomer to the technology.

Securing the Bomb 2010

| April 2010

Associate Professor of Public Policy and Project on Managing the Atom Co-Principal Investigator Matthew Bunn provides a comprehensive assessment of global efforts to secure and consolidate nuclear stockpiles, and a detailed action plan for securing all nuclear materials in four years.  Securing the Bomb 2010 was commissioned by the Nuclear Threat Initiative (NTI). The full report, with additional information on the threat of nuclear terrorism, is available for download on the NTI website.
