"EVEN as Russia and Georgia continue their on-again, off-again struggle over South Ossetia and Abkhazia, a frenzied tea-leaf reading about the war's global political ramifications has broken out across airwaves and think-tank forums. But as the situation on the ground recedes inevitably to some new form of the pernicious "frozen conflict" that has plagued the region since Georgia's civil wars of the early 1990s, few are paying attention to a less portentous but equally critical international threat: an increase in the longstanding, rampant criminality in the conflict zones that is likely to further destabilize the entire Caucasus region and at worst provide terrorist groups with the nuclear material they have long craved."

New Report from Harvard Kennedy School Researchers Calls for Changes to Biofuels Incentives

Despite pressure from biofuel critics, governments should avoid simplistic and precipitous changes in course such as rollback or moratoria on existing biofuels mandates or incentives, according to a new report from three Harvard Kennedy School researchers. Instead, the researchers urge governments to initiate an orderly, innovation-enhancing transition towards incentives targeted on multi-dimensional goals for biofuels development.

Recent foiled and successful terrorist plots in Europe and the US (including two cases in the UK and Germany which included plans to design radiological dispersal devices in 2004 and 2005), clearly demonstrate that domestic or locally acting terrorist cells have become an important part of the terrorist threat picture. The uncovered “dirty bomb” – plots involved radioactive material of type or quantity that would not have caused much damage. Still, these observations underscore the necessity to revisit the issue of radioactive sources security in countries which may become the target of a radiological attack. This includes in particular countries in Europe, many of which in the past relied on sophisticated — but safety centred — regulations and functioning oversight institutions.

"Why Civil Resistance Works: The Strategic Logic of Nonviolent Conflict"

The historical record indicates that nonviolent campaigns have been more successful than armed campaigns in achieving ultimate goals in political struggles, even when used against similar opponents and in the face of repression. Nonviolent campaigns are more likely to win legitimacy, attract widespread domestic and international support, neutralize the opponent's security forces, and compel loyalty shifts among erstwhile opponent supporters than are armed campaigns, which enjoin the active support of a relatively small number of people, offer the opponent a justification for violent counterattacks, and are less likely to prompt loyalty shifts and defections. An original, aggregate data set of all known major nonviolent and violent resistance campaigns from 1900 to 2006 is used to test these claims. These dynamics are further explored in case studies of resistance campaigns in Southeast Asia that have featured periods of both violent and nonviolent resistance.

Endless disruption and political introversion would follow an attempt to realize such a goal. Woodrow Wilson gave an impetus to further state creation when he argued for "national self-determination" as a means of preventing more nationalist conflict, which he believed was a cause of World War I...."

I want to suggest that an old yet generally neglected subject remains particularly relevant: the relationship between the size of political units and the effective scale of systems of economic production and exchange. Another way to describe this relationship is by recourse to the hoary scholarly phrase "political economy", a term of art that has unfortunately gone out of style...."

The high-level Commission of Eminent Persons advising the International Atomic Energy Agency concluded that meeting the current nuclear challenges and seizing the current opportunities will require a fundamentally reinvigorated global nuclear order, featuring a strengthened IAEA with "additional authority, resources, personnel, and technology." Without a "bold agenda" of steps to strengthen the nuclear order, the Commission warned that there were real risks that terrorists might get a nuclear bomb, that a nuclear accident might occur, or that, as the UN High-Level Panel warned, the world could suffer "a cascade of nuclear proliferation." Preventing such events, the Commission emphasized, is essential for nuclear energy to grow enough to contribute to mitigating climate change, making safety, security, and nonproliferation essential foundations for nuclear energy's future.

"Economic Incentives in a New Climate Agreement"

The Harvard Project on International Climate Agreements has agreed to help the Office of the Danish Prime Minister, in its role as incoming President of the 2009 Conference of the Parties, to prepare background papers and on-site briefings for a series of very high-level dialogues on climate change policy, hosted by the Prime Minister. These dialogues will each include about 25 participants, including CEOs of European and U.S. corporations, key officials from national governments and intergovernmental organizations, and leaders of major environmental NGOs. This paper on the subject of economic incentives was prepared by the Harvard Project leadership for the first dialogue.
