It has become impossible to read conflicts in North Africa and the Middle East in isolation, as regional powers like Saudi Arabia, UAE, Iran, Israel and Turkey weigh in across the region. Likewise, migration, energy, security and climate dynamics have generated indissoluble ties between North and Sub-Saharan Africa, the Gulf and the Horn of Africa as well as between the Eastern Mediterranean and the broader Middle East. North Africa and the Middle East have become a much wider and more heterogeneous geographical space, in which different thematic issues interlock.

With regard to developing a new international framework, developed countries should acknowledge how grave the consequences would be to easily give in to a Kyoto extension. Merely extending the Kyoto Protocol would surely delay mitigation actions on the part of developing countries and discourage the U.S. from making serious efforts to reduce its large energy consumption. In other words, no country should end up being a "climate-killer" in its attempts to avoid being called a "Kyoto-killer."

The United Nations Framework Convention on Climate Change (UNFCCC) has significant advantages but also real challenges as a venue for international negotiations on climate change policy. In the wake of the Fifteenth Conference of the Parties (COP-15) in Copenhagen, December 2009, it is important to reflect on institutional options going forward for negotiating and implementing climate change policy.

The International Climate Change Regime: The Road from Copenhagen

"...[T]he Copenhagen Accord is "only" a political agreement, so it does not provide sufficient assurance that countries will take action. But how much difference does it make that the Copenhagen Accord is a political rather than a legal agreement? Obviously, political agreements do not require domestic ratification, so they provide a weaker signal of domestic commitment. But the legal versus non-legal form of an instrument makes less of a difference in other respects, such as judicial enforcement, since even when an agreement is legally-binding, there are relatively few opportunities for adjudication either internationally or domestically. And evidence from other regimes suggests that states often take non-binding agreements quite seriously and make significant efforts to implement them."

Climate Finance: Key Concepts and Ways Forward

Climate finance is fundamental to curbing anthropogenic climate change. Compared, however, to the negotiations over emissions reduction timetables, commitments, and architectures, climate finance issues have received only limited and belated attention. Assuring delivery and appropriate use of the financial resources needed to achieve emissions reductions and secure adaptation to climate change, particularly in developing countries, is as vital as agreement on emission caps. Yet, a comprehensive framework on financing for mitigation and adaptation is not in sight. Developed and developing countries cannot agree on even the fundamentals of what should be included (e.g. should private finance through carbon markets be included?), let alone the level and terms of financing commitments, regulatory and other mechanisms, or governance structures.

Three Pillars of Post-2012 International Climate Policy

Our proposal for a post-2012 international global climate policy agreement contains three essential elements: meaningful involvement by key industrialized and developing nations; an emphasis on an extended time path of targets; and inclusion of market-based policy instruments. This architecture is consistent with fundamental aspects of the science, economics, and politics of global climate change.

Re-Plan Colombia

"The financial crisis will require a reevaluation of U.S. aid. Critics of Plan Colombia argue that, in Colombia, union leaders remain at risk, human rights abusers are not brought to justice, the military commits "false positives," and drug eradication has failed. Based on this record, they conclude that the U.S. should reduce or withhold aid from Colombia. This is unsound advice. Colombia has made great advances against the guerrillas and paramilitaries because of U.S. aid. Some 340 politicians who conspired with paramilitaries, 3,000 paramilitaries who committed crimes against humanity, and 14 perpetrators of abuses against union leaders face prosecution because of U.S. aid. These advances in security, justice and democracy would not have occurred without U.S. assistance. However, the critics are not wrong; there is much work left to be done."
