Decentralized Autonomous Organizations (DAOs) can be defined as global, digitally-native organizations which enable people to coordinate and govern shared resources and activities through the use of smart contracts on blockchains. This policy brief aims to serve as an accessible primer for United States policymakers to understand the unique opportunities and challenges DAOs present, and how these organizations may be addressed in the regulatory landscape of the U.S.

The Need for Greater Technical Talent in the Government: A Case Study

We know government tech projects often fail. Timelines get pushed out, contractors rapidly turn over, costs increase, and, ultimately, public services fail to meet the needs of the American people—often just as they need them most. One of the major reasons for these problems is that the federal government does not have the modern technical talent necessary to deliver large-scale IT programs that consistently work for the end user. This does not just include software engineers, but designers, researchers, and product managers too. In this case study, we’ll look at this issue through the lens of one of the most storied federal IT programs—the U.S. Citizen and Immigration Services (USCIS) Electronic Immigration System (ELIS). We found that the program had challenges with its technical talent through the burdensome, nontechnical oversight and the lack of technical expertise on the ground. This case study pulls information from 13 GAO and OIG reports between 2005 and 2021, as well as interviews with 6 current or former senior leaders within USCIS, with a particular focus towards the technical talent associated with the project.

If we want to have a lasting impact on the way that our country serves its people, we need to make the most of this momentum to address the root causes beneath these repeated failures. We need to focus our efforts onto the long-term work of addressing the systemic problems that cause our most critical services to fail when they are most needed. I believe that hiring more in-house technical talent might be a silver bullet to addressing the federal government’s technology problems. In this report, I hope to convince you that we need to make hiring in-house technical talent our number one technology priority in building better digital services.

Exaggerating the Chinese Cyber Threat

Information technology has generated tremendous wealth and innovation for millions, underwriting the United States' preponderance as well as China's meteoric rise. The costs of cyber espionage and harassment pale beside the mutual benefits of an interdependent, globalized economy. The inevitable frictions of cyberspace are not a harbinger of catastrophe to come, but rather a sign that the states inflicting them lack incentives to cause any real harm. Exaggerated fears of cyberwarfare or an erosion of the United States' competitive advantage must not be allowed to undermine the institutions and architectures that make the digital commons so productive.

Time to Worry about China's Military Rise

For the first time in more than two decades, the United States faces a competitor that has the ability to inflict heavy costs on its air and naval forces. Maintaining stability in East Asia will therefore require significant changes in U.S. military capabilities and posture—changes that are likely to prove difficult while defense resources are scarce. Many of these changes will take years to implement, however, and China's military modernization shows no signs of slowing. The United States cannot afford to delay.

"The internet is said to be revolutionary because it is a leveler—reducing Western military advantages—and because dependence on the internet makes developed countries more vulnerable to attack. The conviction that the internet is an Achilles' heel for the existing world order is based on narrow conceptions of the potential for harm. The internet cannot perform functions traditionally assigned to military force. To the contrary, cyberwar creates another advantage for powerful status quo nations and interests."

Agricultural Biotechnology: Benefits, Opportunities, and Leadership

"The United States has been a leading light in agricultural biotechnology as a platform technology and continues to serve as an important role model for countries around the seeking to address global food challenges. A key source of this leadership has been its commitment to using a science-led regulatory system for determining the approval of new products. The rest of the world needs this demonstrated leadership now more than ever given rising food prices and related political unrests around the world. Failure on the part of the United States to champion agricultural biotechnology will undermine confidence in the ability of the global community to confront the challenges of food security. Retracting from using science and technology to address emerging challenges will not result in any savings; it will only defer problems and future costs are likely to be higher."
