Iran’s Noncompliance with its International Atomic Energy Agency Obligations

Preventing Iran from obtaining nuclear weapons is vital to U.S. national security interests. A key aspect of that matter is Iran’s compliance with its Safeguards Agreement with the International Atomic Energy Agency (IAEA) and with other related agreements. It is a broad subject, but I understand the Committee has specific interests, so I will confine my statement to those topics.

Olli Heinonen's Testimony on 'Verifying Iran’s Nuclear Compliance'

In my testimony today, I will focus on the verification aspects of elements needed in a comprehensive nuclear deal with Iran, which is being negotiated as a next stage to the Joint Plan of Action concluded in Geneva on 24 November 2013. I base my remarks on the implementation of the comprehensive safeguards agreement and relevant UN Security Council resolutions in Iran, and complemented with experiences drawn, in particular from the IAEA verification activities in South Africa after its dismantlement of its nuclear weapons program, Syria and North Korea.

“If we look at a little bit bigger picture and draw the lessons from the previous implementation of safeguards in Iran after 2003, read the lessons from North Korea, read the lessons from Syria, read the lessons from Libya, the most difficult thing is to confirm the absence of undeclared material and activities. This has traditionally been the big weakness of verification system.”

Smashing Atoms for Peace: Using Linear Accelerators to Produce Medical Isotopes without Highly Enriched Uranium

Accelerators can eventually be substituted for nuclear research reactors for the production of medical isotopes and for neutron-based research and other applications. The use of accelerators would reduce dependence on HEU and decrease the resulting risks. The United States and other countries should work together to provide the funding and exchange of information and ideas needed to speed up the development, demonstration, and deployment of technically and economically viable accelerator technologies to substitute for research reactors.
