The Cybersecurity Risks of an Escalating Russia-Ukraine Conflict

With the looming threat of increased conflict in Ukraine, businesses around the world should be preparing now, write Paul R. Kolbe, Maria Robson Morrow, and Lauren Zabierek. Corporate security and intelligence teams have said they’re seeing an increase in cyber probes, and the U.S. Cybersecurity and Infrastructure Security Agency and the European Central Bank have both issued warnings about potential Russian cyberattacks. At this point, companies should be taking the following steps: 1) Review business continuity plans; 2) Closely examine supply chains; 3) Actively engage peer networks, vendors, and law enforcement around cyber intrusions; 4) Instill a security mindset in employees; and 5) Make sure corporate intelligence and IT teams are working closely together on solutions.

Avoiding a Plastic Pandemic: The Future of Sustainability in a Post COVID-19 World

| January 2021

The ongoing COVID-19 pandemic is upending our lives and the global economy in ways unimaginable until recently. While the overall impacts are still difficult to quantify, ramifications are sure to be felt for decades to come. Providing secure, reliable, and affordable resources for all without causing devastating environmental consequences is perhaps the greatest challenge of the 21st century. But the pandemic has significantly altered dynamics and changed priorities. How is this impacting the quest for sustainability?

In this paper we analyze these challenges by focusing on the plastic industry. There is no doubt that plastic has molded society in many ways that make our lives easier and safer, but it has also created a global environmental and sustainability crisis. In order to curb our addiction to plastic, the world had been waging a war against virgin plastic, but the pandemic has turned an enemy into a much-needed ally. How can we leverage the advantages of plastic without contributing to the world’s environmental crisis? This dilemma poses a significant challenge, but also opens an opportunity to address sustainability at a systemic level through circularity and the transition to low-carbon alternatives to petroleum-based plastics.

US Intelligence, the Coronavirus and the Age of Globalized Challenges

| Aug. 24, 2020

This essay makes three arguments. First, the US government will need to establish a coronavirus commission, similar to the 9/11 commission, to determine why, since April 2020, the United States has suffered more coronavirus fatalities than any other country in the world. Second, the COVID-19 pandemic represents a watershed for what will be a major national security theme this century: biological threats, both from naturally occurring pathogens and from synthesized biology. Third, intelligence about globalized challenges, such as pandemics, needs to be dramatically reconceptualized, stripping away outmoded levels of secrecy.

The United States has failed to deploy adequate testing for the presence of the coronavirus SARS-CoV-2 during the Covid-19 pandemic and has been unable to avoid continued spread of the virus. In this report, the authors explain why such testing is an essential factor in efforts to control the pandemic, why adequate testing has been difficult to achieve, and why the United States has not met the challenge. They conclude by recommending ways to provide more extensive testing in this and future epidemics.

The Other Global Power Shift

| Aug. 06, 2020

Joseph Nye writes that the world is increasingly obsessed with the ongoing power struggle between the United States and China. But the technology-driven shift of power away from states to transnational actors and global forces brings a new and unfamiliar complexity to global affairs.
