Even though China has publicly stated that Ukraine and Taiwan are completely different circumstances, are there parallels or indications that Beijing is altering its strategy towards Taiwan? Furthermore, are there critical lessons that can be learned which will bolster Taiwan's defense?     The current international order is being challenged and the US must prioritize where and how they focus on innovative acquisition, build a resilient Defense Industrial Base, increase weapon system mission capability while reducing operating costs, and promote acquisition and sustainment initiatives with key international partners.  

    Please join the Defense Project and the Women of Defense, Diplomacy, and Development (W3D) in a cohosted discussion with the Honorable Ellen Lord, the Former Undersecretary of Acquisition and Sustainment at the U.S. Department of Defense.  In this position, Ms. Lord was responsible to the Secretary of Defense for all matters pertaining to acquisition; contract administration; logistics and materiel readiness; installations and environment; operational energy; chemical, biological, and nuclear weapons; the acquisition workforce; and the Defense Industrial Base.  She also chaired the Warfighter Senior Integration Group, where she was directly responsible for delivery of equipment, funding, sustainment, contracts, and legal support to combatant commands and their warfighters outside the normal DoD system.  

    Ms. Lord will share some of the lessons learned for future implementation of the Warfighter Senior Integration Group, discuss the future of defense acquisition, defense technology investment prioritization and acquisition with the Defense Industrial Base to ensure the US stays competitive in the current challenging environment, her experiences transitioning from industry to DoD, managing large mission-oriented organizations, and relations with key international partners.

    Russia’s New Army

    Russia has transformed its military from one based on conscription and mass mobilization to one that is “professional” with ready active-duty forces that field more maneuver units than the US. With new weapons designed to asymmetrically counter US advantages, a “hybrid” war capability that has been employed in the Crimea and Ukraine, and increased use of private military organizations such as the Wagner Group, Russia poses a complex and formidable military challenge.

    This discussion with Retired Brigadier General Kevin Ryan, the founding director of Belfer’s Defense and Intelligence Project and the Elbe Group, will provide a fascinating and important look at the current state of the Russian Armed Forces. The session will weave current video clips of Russian maneuvers and training together with facts and insights obtained by personal contact with Russian active duty and retired officers.  Ryan served as the U.S. Defense Attache in Moscow, and has been working on the Soviet and Russian military since 1980.  In February, he led a group of retired military experts in delivering a month-long course on the Russian military for the US Army Europe and Africa Command.

    Join the Defense Project for a seminar with James Siebens, Dr. Melanie Sisson, and Dr. Barry Blechman who will discuss the topic of their new book, Military Coercion and US Foreign Policy: The Use of Force Short of War.  

    Military Coercion and US Foreign Policy reveals that despite its status as sole superpower during the post-Cold War period, US efforts to coerce other states failed as often as they succeeded. In the coming decades the United States will face states that are even more capable and creative, willing to challenge its interests, and able to take advantage of missteps and vulnerabilities. Competition therefore will require that the United States resolve these challenges favorably without needing to resort to war.  This book provides guidance to a new Administration about the ways in which the US armed forces can work in concert with economic and diplomatic elements of US power to create effective foreign policy.

    Dr. Barry M. Blechman is co-founder and a Distinguished Fellow of the Stimson Center. He has more than fifty years of distinguished service in national security in both the public and private sectors. Blechman has worked in the Departments of State and Defense, and at the Office of Management and Budget. During the Carter Administration, he was appointed by the President and confirmed by the Congress as assistant director of the US Arms Control and Disarmament Agency. At various times during his career, he has been associated with the Brookings Institution, the Carnegie Endowment for International Peace, the Center for Naval Analyses, and the Center for Strategic and International Studies.

    Melanie W. Sisson is Vice President of Analysis at Govini, and a Nonresident Fellow with the Stimson Center.  Prior to joining Stimson, Dr. Sisson was a Senior Associate with the RAND Corporation, where she conducted research on force planning, strategic approaches to countering domestic and international terrorism, covert operations, and enhancing planning and management processes within the Department of Defense.

    James A. Siebens is a Fellow with Stimson’s Defense Strategy and Planning program.  Prior to joining Stimson, Siebens worked as a Data Analyst at the National Consortium for the Study of Terrorism and Responses to Terrorism at the University of Maryland, where he contributed to a Defense Department project on Gray Zone conflict.
