As our European allies continue to develop their concept for a unique defense identity, the role of the nation which has been most closely linked to our own in security affairs is critical to the future of the new Europe. Mr. Arthur is prepared to address questions on a wide range of subjects of which he has both knowledge and experience, from Blair's reforms of the British Government to the leading role of the United Kingdom in the Kosovo operation.
