Americans are generally unaware of the strong opposition to the death penalty in Europe. In a resolution sponsored by the European Union, the United Nations Human Rights Commission voted 30-to-11 in favor of a worldwide moratorium on executions on April 29, 1999. The United States was one of the countries that voted against it. The panelists will discuss the European perspective on the death penalty, and ways in which Europeans might press the United States on this matter.
