This seminar will be a discussion of approaches to international relations both as theory and practice of foreign policy. The speaker will examine the generation of changes in Vietnamese foreign policy since the late 1980s with a focus on Vietnam's dealings with Chinese and American primacies. The Vietnamese case gives an example of how a small country copes with greater powers and how shifts in the international balance of power are translated into changes in foreign policy.
