The overarching question imparting urgency to this exploration is: Can U.S.-Russian contention in cyberspace cause the two nuclear superpowers to stumble into war? In considering this question we were constantly reminded of recent comments by a prominent U.S. arms control expert: At least as dangerous as the risk of an actual cyberattack, he observed, is cyber operations’ “blurring of the line between peace and war.” Or, as Nye wrote, “in the cyber realm, the difference between a weapon and a non-weapon may come down to a single line of code, or simply the intent of a computer program’s user.”
Dr. Lee D. Fiebert, PharmD, MBA, BCPS, CPHQ, is the Senior Assistant Vice President of Business Operations and Senior Corporate Health Project Advisor at NYC Health + Hospitals. He received his pharmacy degree from St. John’s University and his MBA with a major in health services management from Hofstra University. He completed a PGY-1 pharmacy residency at Northwell’s Long Island Jewish Medical Center and a PGY-2 health-system pharmacy administration residency at the Lebanon VA Medical Center. At NYC Health + Hospitals, he serves as the Senior Assistant Vice President of Business Operations and a Senior Corporate Health Project Advisor. In this role, he is responsible for the development and integration of initiatives, services, and programs from the Office of Business Operations into the Health System. During the 2020 COVID-19 pandemic, he served as NYC H+H’s technical and operational lead for the vaccine roll-out across the enterprise. Dr. Fiebert is a board-certified pharmacotherapy specialist and a certified professional in healthcare quality.
