Ambassador Morton Abramowitz, who advised the Kosovar Albanian delegation at the Ramboillet Peace Talks in France, served as U.S. Ambassador to Turkey (1989 - 1991), and was the President of the Carnegie Endowment for International Peace (1991 - 1997), will discuss the state of the former Yugoslavia and southeastern Europe. He will discuss the instability of Balkan states, the fluidity of Balkan borders and the prospects for outside intervention in the region.
