How to Keep Nuclear Power Plants Operating Safely During the Coronavirus Pandemic

As the COVID-19 pandemic devastates the world, nuclear power plants must remain safe and secure to provide electricity for food supply chains, emergency response teams, hospitals, and telecommunications in countries home to more than half of all people. Meanwhile, the Islamic State terror group has already announced its intent to exploit the pandemic, and other violent extremist organizations are also taking pains to use the crisis for their own purposes.

The Risks and Rewards of Emerging Technology in Nuclear Security

Nuclear security is never finished. Nuclear security measures for protecting all nuclear weapons, weapons-usable nuclear materials, and facilities whose sabotage could cause disastrous consequences should protect against the full range of plausible threats. It is an ongoing endeavor that requires constant assessment of physical protection operations and reevaluation of potential threats. One of the most challenging areas of nuclear security is how to account for the impact–positive and negative—of non-nuclear emerging technologies. The amended Convention on the Physical Protection of Nuclear Material (amended CPPNM) states it should be reviewed in light of the prevailing situation, and a key part of the prevailing situation is technological evolution. Therefore, the upcoming review conference in 2021, as well as any future review conferences, should examine the security threats and benefits posed by emerging technologies.

Iran and the US elections: Observations from a trip to Iran

Iran has entered uncharted territory following the landmark nuclear deal between Tehran and six world powers. I recently came back from a six-week trip to Iran where I had the opportunity to observe first-hand the changes, developments, and uncertainty in the country. The widespread optimism that initially surrounded the deal, and the expectations that it would bring an economic windfall, have been significantly diminished since, and there were many questions: Should Iran integrate into the global economy? How much will the economy improve with the lifting of sanctions? What will the policies of the next US president be, and what will this mean for Iran? With the recent victory of Donald Trump, these questions have become all the more important to Iranians.

American Nuclear Diplomacy

In this report, American Nuclear Diplomacy: Forging a New Consensus to Fight Climate Change and Weapons Proliferation, Former Deputy Secretary of Energy and Belfer Center Senior Fellow Daniel Poneman writes that we face two existential threats: nuclear annihilation and catastrophic climate change. Each, he says, stems from human origins. Both must be fought aggressively.

"Multiple studies confirm the grim truth that, even if all nations fulfill their Paris Climate Agreement emissions pledges, the world will still far overshoot the 2°C warming limit scientists say we must not exceed to prevent devastating climate impacts. Carbon-free nuclear energy can help close the gap. But can we expand its environmental benefits without increasing the risks of nuclear terror?"

Poneman outlines a diplomatic strategy and tough-minded, bipartisan policies to get us there.

Assessing an Iran Deal: 5 Big Lessons from History

As the policy community prepares to assess an agreement between the U.S. and its P5+1 partners and Iran, Senate Foreign Relations Committee Chairman Bob Corker asked me to review the history of analogous agreements for lessons that illuminate the current challenge. In response to his assignment, I reviewed the seven decades of the nuclear era, during which the U.S. negotiated arms-control treaties, including the Non-Proliferation Treaty of 1968; strategic arms limitation talks and agreements from SALT to New Start; the North Korean accord of 1994; the agreements that helped eliminate nuclear weapons in Ukraine, Kazakhstan, and Belarus in the early 1990s; and the pact that eliminated the Libyan nuclear weapons program in 2003.
