The Future World Order: Arms Control

The Project on Managing the Atom and International Security Program at the Belfer Center for Science and International Affairs will host a discussion on the future of arms control, as part of a new HKS series on The Future World Order.  The participants will be Emma Belcher (Ploughshares Fund), Matthew Bunn (Belfer Center/Managing the Atom) and Steven E. Miller (Belfer Center/International Security Program).  Professor Stephen Walt (Belfer Center/ISP) will moderate.

Agglomeration: Sneaking up on the Balance of Power?

This seminar explores the concept of agglomeration as a means of building agreements incrementally, actively excluding potential obstructionist powers, and then inviting them to join the agreement as a fait accompli. It employs the Concert of Europe, the European Union, and the Proliferation Security Initiative as case studies.

Institutional Design to Prevent Illicit Nuclear-Related Trade

How do states design agreements to promote their goals? What accounts for variation in design elements, even within single regimes? This presentation will explore efforts to prevent the trade in nuclear-related materials for illicit purposes, through the Nuclear Non-Proliferation Treaty, the Nuclear Suppliers Group, and the Proliferation Security Initiative.

Taking the Initiative: A Practical Mechanism to Prevent WMD Proliferation

In response to growing concern over weapons of mass destruction (WMD) proliferation, the Bush administration launched the controversial Proliferation Security Initiative (PSI) in 2003 with 11 core states. Now, five years later, the PSI boasts participation from over 80 states.

This presentation will explore the evolution of the PSI, its structure, reasons for states' participation or nonparticipation, and arguments for and against it becoming more formally tied to other instruments of the nonproliferation regime.
