The overarching question imparting urgency to this exploration is: Can U.S.-Russian contention in cyberspace cause the two nuclear superpowers to stumble into war? In considering this question we were constantly reminded of recent comments by a prominent U.S. arms control expert: At least as dangerous as the risk of an actual cyberattack, he observed, is cyber operations’ “blurring of the line between peace and war.” Or, as Nye wrote, “in the cyber realm, the difference between a weapon and a non-weapon may come down to a single line of code, or simply the intent of a computer program’s user.”
Biography
Michael Bueno is a Master in Public Policy 2023 Candidate at the Harvard Kennedy School. Prior to HKS, Michael was an independent consultant providing programmatic support, policy coordination, research, and stakeholder engagement services to environmnetal non-profits. He previously served as the Energy and Climate Program Coordinator for the National Caucus of Environmental Legislators (NCEL), in several capacities at the U.S. Department of Energy under the Obama Administration, and as a contractor for the U.S. Environmental Protection Agency’s Office of Research & Development.
Born and raised in Mission, TX, Michael completed his undergraduate studies in Environmental Science at Texas A&M University-Corpus Christi. Michael volunteers his time supporting national and local environmental advocacy and political initiatives. His life-long passion is to ensure equitable access to the opportunities and benefits of scientific innovation and the clean energy economy.
