Thank you to the Harvard Kennedy School Africa Caucus and the Belfer Center for the opportunity to deliberate with you today. Thank you Thomas Kisimbi for the kind introduction, and your generosity in taking your valuable time to shaping this event and my time at Harvard.

The House Democracy Partnership Commission held a hearing on the role of independent and constituent-driven legislatures and the importance of legislative strengthening efforts. Parliaments have a key role to play in promoting and advancing good governance, the sharing of best practices, and collaborating with their peers. Bodies such as the House Democracy Partnership can be formidable tools for parliaments to engage with one other and become valuable fora for strengthening democratic institutions and deepening bilateral relations.

On November 20, the Future of Diplomacy Project's Fisher Family Fellow, Ambassador Peter Wittig, hosted a virtual study group that explored the key question of how much restoration of the old Western order is possible and desirable under a Biden presidency and how much re-invention is necessary to re-energize the transatlantic partnership.

Ambassador Peter Wittig is a five-time Ambassador. He served in Spain, at the UN, in Lebanon and Cyprus before working in the cabinet of two Foreign Secretaries at headquarters. Most recently he was the German Ambassador at the United Nations in New York (2009 - 2014) representing his country in the Security Council, in Washington (2014 - 2018) and in the United Kingdom (2018 - 2020).

On November 17, Ambassadors Nicholas Burns, Marc Grossman, and Marcie Ries officially launched their report, “A U.S. Diplomatic Service for the 21st Century,”published as part of the American Diplomacy Project at the Belfer Center for Science and International Affairs at Harvard Kennedy School.  These distinguished career Foreign Service Officers, and report co-authors, shared their recommendations on how to rebuild, reform, and reimagine the U.S. Foreign Service so that America can have the strongest and most effective diplomatic service to defend our country and advance its interests. 

Nicholas Burns spoke to former President of the Congress Party in India, Rahul Gandhi, about COVID-19, U.S.-India Relations, and the George Floyd protests in the United States.

The panel considers how the US, UK and EU can contribute to a global response. It also asks what a global response to the health and economic crisis in the developing world would look like.

The moral of this long, circuitous and often perplexing story is that a nation can only be effective in its foreign policy if it is grounded at home-- stable socially, self-confident and united in its foundational values.

I saw first-hand the value of our alliance with Europe on 9/11 when I was the new American Ambassador to the Alliance.  When we were hit hard in New York and Washington D.C., the allied Ambassadors came to me in Brussels that afternoon to pledge their support for us when we needed them most.  They pledged to invoke the alliance’s collective defense clause—Article 5 of the NATO Treaty—that an attack on one would be considered an attack on all.
