In its attempts to deter North Korea from developing the capability to credibly threaten the continental United States with a nuclear weapon, Washington now finds itself in a crueler version of the strategic dilemma Israel faced in 2011 amid what it saw—or at least presented—as a closing operational window of opportunity to deal with Iran’s nuclear program. In his piece for Iran Matters, Daniel Sobelman argues that the basic structure of the crisis between the United States and North Korea is analogous to the challenge Israel faced when trying to dissuade or stop Iran from developing nuclear weapons.

Olli Heinonen, Senior Fellow at the Belfer Center for Science and International Affairs, writes that despite the general lack of cooperation from Iran, the IAEA has produced a successful comprehensive report detailing Iran's nuclear activities. However he notes that Iran's noncompliance has hampered the final determinations, and so further investigation and intelligence operations should be conducted to determine the extent of Iranian nuclear activity.

The International Atomic Energy Agency released its “final assessment” yesterday of the possible military dimensions of Iran’s nuclear program.

James Walsh, Research Associate at the Security Studies Program at MIT and former Research Fellow at the Belfer Center, gave testimony to members of the House Foreign Affairs Committee concerning the diplomatic and strategic ties between Iran and North Korea. He argued that while it is still possible for North Korea to assist Iran on cheating on its commitments under the Joint Comprehensive Plan of Action, he argued that the combination of existing safeguards and deterrents and incentives and verification measures put in place under the JCPOA make this outcome unlikely.

Graham Allison, Director of the Belfer Center for Science and International Affairs, and Gary Samore, Director of Research at the Belfer Center, highlight the best analysis pieces on the recent framework agreement with Iran over its nuclear program. Specifically, they break down analysis pieces that focus on the agreement itself, its regional implications, and the domestic political response to it. 

Jofi Joseph, a former director for nonproliferation on the White House National Security Council staff, explains the parallel but separate negotiating tracks over Iran's nuclear program. He writes that the P5+1 negotiations, which focus on the future of Iran's nuclear program, and the IAEA's efforts to investigate the program's past are often confused. It is important to understand the difference, he argues, because the two tracks may soon intersect during the implementation of the interim agreement worked out between Iran and the P5+1 at Geneva.

The first step agreement slows down Iran’s uranium and plutonium clocks, which is needed. At the same time, it is important to recognize that the agreement addresses but does not rollback Iran’s capabilities. The most significant work and hurdles lie ahead in the contours of any end-game agreement. In the meantime, good implementation, cooperation and compliance of boundaries set on Iran’s nuclear program will be a test of its new approach.
