In this Project on Managing the Atom Discussion Paper, Philipp C. Bleek chronicles nuclear weapons proliferation choices throughout the nuclear age. Since the late 1930s and early 1940s, some thirty-one countries are known to have at least explored the possibility of establishing a nuclear weapons program. Seventeen of those countries launched weapons programs, and ten acquired deliverable nuclear weapons.

Without significant change in the geopolitical landscape, nuclear weapons will remain a relevant portion of America's long-term national security strategy. Therefore, the burdens and responsibilities of maintaining an effective nuclear deterrent force are paramount to ensure credibility for America and her allies. Bottom line: nuclear weapons and nuclear deterrence are still relevant today and for the foreseeable future. Therefore, to maintian international strategic stability we must embrace the necessity of nuclear deterrence, develop strategic policy that supports deterrence as an essential element and adequately resource the enterprise.

This report is intended to provide recommendations for enabling large-scale growth of nuclear energy while achieving even higher standards of safety, security, and nonproliferation than are in place today.

Andrew Newman and Matthew Bunn assess the Obama administration's fiscal year 2010 budget request for programs to improve controls over nuclear weapons, materials, and expertise worldwide. Funding for U.S. Efforts to Improve Controls Over Nuclear Weapons, Materials, and Expertise Overseas: A 2009 Update concludes that the request is a "steady as you go" budget and recommends that Congress and the administration work together to establish a $500 million contingency fund that could be used flexibly on a range of nuclear security programs.

Professor Matthew Bunn served on the Committee on Internationalization of the Civilian Nuclear Fuel Cycle, a National Academy of Sciences–Russian Academy of Sciences joint committee which produced this report.

Expanded and Accelerated HEU Downblending: Designing Options to Serve the Interests of All Parties

Accelerating and expanding the downblending of highly enriched uranium (HEU) beyond the current 500-ton U.S.-Russian HEU Purchase Agreement would have significant security benefits.  Russia will still have large quantities of HEU not needed for military purposes after 500 tons of HEU has been blended to low-enriched uranium (LEU).  But no agreement to expand and accelerate the downblending of Russian or U.S. excess HEU will succeed unless it is structured in a way that serves the interests of all sides.  Russia has made clear that it has no interest in extending the HEU Purchase Agreement on its current terms.  This paper outlines key Russian, U.S., and industry interests relating to expanded and accelerated HEU downblending.
