'Wean Them Away from French Tutelage': Franco-Indian Nuclear Relations and Anglo-American Anxieties During the Early Cold War, 1948–1952

Based on multi-archival research, this article explores the significance of Franco-Indian nuclear relations against the backdrop of Anglo-American endeavours to censor information related to atomic energy and to secure control of strategic minerals during the early Cold War.

Alliance Coercion and Nuclear Restraint: How the United States Thwarted West Germany's Nuclear Ambitions

A prominent model of nuclear proliferation posits that a powerful patron state can prevent a weaker ally from proliferating by providing it with security guarantees. The history of West Germany's pursuit of the bomb from 1954 to 1969 suggests that a patron may also need to threaten the client state with military abandonment to convince it not to acquire nuclear weapons.

Expert Judgments about RD&D and the Future of Nuclear Energy

Probabilistic estimates of the cost and performance of future nuclear energy systems under different scenarios of government research, development, and demonstration (RD&D) spending were obtained from 30 U.S. and 30 European nuclear technology experts. The majority expected that such RD&D would have only a modest effect on cost, but would improve performance in other areas, such as safety, waste management, and uranium resource utilization. The U.S. and E.U. experts were in relative agreement regarding how government RD&D funds should be allocated, placing particular focus on very high temperature reactors, sodium-cooled fast reactors, fuels and materials, and fuel cycle technologies.

The extraordinary diffusion of information created in Egypt and other Middle Eastern countries reveals a strong middle that we weren't fully aware of. What is more, new technologies allow this new middle to coordinate in ways unseen before Twitter, Facebook, and so forth, and this could lead to a very different politics of the Middle East. This introduces a new complexity to our government's dealings with the region."

Trends in Investments in Global Energy Research, Development, and Demonstration

Recent national trends in investments in global energy research, development, and demonstration (RD&D) are inconsistent around the world. Public RD&D investments in energy are the metric most commonly used in international comparative assessments of energy-technology innovation, and the metric employed in this article. Overall, the data indicate that International Energy Agency (IEA) member country government investments have been volatile: they peaked in the late 1970s, declined during the subsequent two decades, bottomed out in 1997, and then began to gradually grow again during the 2000s.

"...[A] primary goal in the next decades must be to remove this risk of near global self-destruction by drastically reducing nuclear forces to a level where this outcome is not possible, but where a deterrent value is preserved — in other words, to a level of minimum deterrence. This conception was widely discussed in the early years of the nuclear era, but it drowned in the Cold War flood of weaponry. No matter how remote the risk of civilization collapse may seem now — despite its being so vivid only a few decades ago — the elimination of this risk, for this century and centuries to come, must be a primary driver for radical reductions in nuclear weapons."

Energy Supply and Demand in Eurasia: Cooperation between EU and Iran

Energy diversification has emerged as one of the most important priorities for a majority of the European countries and the EU. Growing energy demand in Europe combined with a high reliance on Russia as an energy producer have led the EU to look to the Caspian Sea region for alternative energy resources, especially in natural gas. Iran has the 2nd largest natural gas reserves in the world and could assist Europe in diversifying supplies. This article argues that there is substantial potential for energy cooperation between Iran and the European countries, particularly Turkey. Increased Iranian participation in the Eurasian energy market, both as consumer and producer, could lead to other benefits including economic development and more efficient energy extraction.
