"As bad as Trump's first six months have been, there are a number of major foreign-policy blunders he hasn’t made yet and for which we should therefore be grateful. Unfortunately, there are also signs he's contemplating several of them, and plunging ahead may look more tempting as his political fortunes erode. The more desperate he gets, the more he may be inclined to divert attention from his incompetence here at home by stirring up trouble somewhere else."

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

The Spring 2011 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This issue highlights the Belfer Center’s continuing efforts to build bridges between the United States and Russia to prevent nuclear catastrophe – an effort that began in the 1950s. This issue also features three new books by Center faculty that sharpen global debate on critical issues: God’s Century, by Monica Duffy Toft, The New Harvest by Calestous Juma, and The Future of Power, by Joseph S. Nye.

At one extreme, some view Russia as an industrialized banana republic whose corrupt institutions and insurmountable demographic and health problems make decline inevitable. Others argue that reform and modernization will enable Russia to surmount its problems, and that its leadership is headed in this direction."

The following study focuses on the threat of nuclear terrorism facing Israel. It begins with an overview of the nature of the threat, before turning to the potential perpetrators of nuclear terrorism against Israel, possible delivery mechanisms and targets, and the specific scenarios under which the threat to Israel might materialize. The study then presents possible policy options for Israel to deal with the threat, both unilaterally and in conjunction with the United States.

Associate Professor of Public Policy and Project on Managing the Atom Co-Principal Investigator Matthew Bunn provides a comprehensive assessment of global efforts to secure and consolidate nuclear stockpiles, and a detailed action plan for securing all nuclear materials in four years.  Securing the Bomb 2010 was commissioned by the Nuclear Threat Initiative (NTI). The full report, with additional information on the threat of nuclear terrorism, is available for download on the NTI website.

"So long as the world remains a dangerous place with several nuclear weapons states, Obama must reassure its allies about the credibility of American guarantees of extended deterrence. Otherwise, reductions that create anxieties in other countries could lead them to develop their own weapons and thus increase the number of nuclear weapons states."
