Nuclear Issues

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

This timely book examines comprehensively the drivers of and constraints on a prospective nuclear revival and its likely nature and scope. Of special interest are developing countries which aspire to have nuclear energy and which currently lack the infrastructure, experience, and regulatory structures to successfully manage such a major industrial enterprise. The Fukushima disaster has made such considerations even more pertinent: if a technologically sophisticated country like Japan has difficulties dealing with nuclear safety and security how much harder would it be for a newcomer to the technology.

Rolf Mowatt-Larssen, a former director of intelligence and counterintelligence at the Department of Energy, argues that despite not falling victim to a major terrorist event in the last 10 years, the United States must not be complacent in its counter-terrorism efforts. Mowatt-Larssen said in a Belfer Center seminar in September that he believes the possibility of a major attack is higher in the next 10 years than in the preceding decade.

Matthew Bunn presented "Expected – or hoped for – outcomes of the Seoul nuclear security summit" to the 10th Annual RoK-UN Joint Conference on Disarmament and Nonproliferation in Jeju, Republic of Korea.

The Winter 2010/11 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This issue highlights a major Belfer Center conference on technology and governance, the Center's involvement in the nuclear threat documentary Countdown to Zero, and a celebration of Belfer Center founder Paul Doty.

At one extreme, some view Russia as an industrialized banana republic whose corrupt institutions and insurmountable demographic and health problems make decline inevitable. Others argue that reform and modernization will enable Russia to surmount its problems, and that its leadership is headed in this direction."

Associate Professor of Public Policy and Project on Managing the Atom Co-Principal Investigator Matthew Bunn provides a comprehensive assessment of global efforts to secure and consolidate nuclear stockpiles, and a detailed action plan for securing all nuclear materials in four years.  Securing the Bomb 2010 was commissioned by the Nuclear Threat Initiative (NTI). The full report, with additional information on the threat of nuclear terrorism, is available for download on the NTI website.

Despite this extensive activity in the energy sphere, it seems, however, that Ankara's energy policy has been undertaken without a strategic plan and with little integration of energy issues into Turkey's overall foreign and security policies.

Nuclear terrorism is a realistic threat to all countries. First, this article describes the potential threats of nuclear terrorism including nuclear explosives, nuclear sabotage, and dirty bombs. Finally, this article recommends steps to secure nuclear weapons, nuclear materials, and nuclear facilities.
