The Future World Order: New Online Event Series from the Belfer Center's International Security Program

The existing global political-economic order has been ruptured by the rise of China, a broad backlash against globalization, uncertainties about the U.S. commitment to a rules-based system, and most recently, the Covid-19 pandemic. What form(s) might a future world order take, and what principles should guide efforts to construct it? The Future World Order event series will address these questions by examining individual topics ranging from traditional security issues such as arms control to newer, relevant issues such as digital trade. Professors Dani Rodrik and  Stephen M. Walt will moderate individual sessions.

The Global Order After COVID-19

Despite the far-reaching effects of the current pandemic,  the essential nature of world politics will not be transformed. The territorial state will remain the basic building-block of international affairs, nationalism will remain a powerful political force, and the major powers will continue to compete for influence in myriad ways. Global institutions, transnational networks, and assorted non-state actors will still play important roles, of course, but the present crisis will not produce a dramatic and enduring increase in global governance or significantly higher levels of international cooperation. In short, the post-COVID-19 world will be less open, less free, less prosperous, and more competitive than the world many people expected to emerge only a few years ago.

These recommendations are intended to bolster the alliance as a force for peace, stability, and prosperity in the Asia-Pacific region and beyond.

Cyber Disorders: Rivalry and Conflict in a Global Information Age

The risks posed by the proliferation of cyber weapons are gaining wide recognition among security planners. Yet the general reaction of scholars of international relations has been to neglect the cyber peril owing to its technical novelties and intricacies. This attitude amounts to either one or both of two claims: the problem is not of sufficient scale to warrant close inspection, or it is not comprehensible to a non-technical observer. This seminar challenged both assertions.

Smart Nuclear Reduction

"The nuclear debate in Washington is only about the past, about a notion of this nation as the better of only two options. It's as if the critics are wondering: why must we tinker with everything that made America once spectacular? Endless discussions about whether America is exceptional or not (and whether this president thinks we are or not) are preconditioned on a memory that equates the size of our nuclear arsenal with our own relevance. It is simplicity in its most perverse form. What makes us exceptional is our capacity to adapt to a world that has changed, not holding onto a world dynamic that ended long ago."

"The conventional wisdom among those who looked at the Middle East used to be that you had a choice either of supporting the autocrat or being stuck with the religious extremists. The extraordinary diffusion of information created in Egypt and other Middle Eastern countries reveals a strong middle that we weren't fully aware of. What is more, new technologies allow this new middle to coordinate in ways unseen before Twitter, Facebook, and so forth, and this could lead to a very different politics of the Middle East. This introduces a new complexity to our government's dealings with the region."
