On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

This report proposes a framework for IAEA verification of steps toward nuclear disarmament, premised on IAEA verification of fissile material, in any form, whether classified or not, submitted by any state possessing nuclear weapons. It identifies technical, legal, and financial solutions to the challenges posed by such verification, and offers a way forward to the implementation of the proposed framework. The tool that Rockwood and Shea offer is ready for any state with nuclear weapons to take up, finish the final details, and implement.

In 1996, the International Atomic Energy Agency (IAEA), the United States and the Russian Federation entered into a cooperative effort – the Trilateral Initiative – aimed at investigating the feasibility and requirements for a verification system under which the IAEA could accept and monitor nuclear warheads or nuclear warhead components pursuant to the NPT Article VI commitments of both States. Although the Initiative ended in 2002, the Model Verification Agreement produced could still serve as the basis for bilateral or multilateral agreements between the IAEA and nuclear-weapon States.

In this paper, Thomas E. Shea and Laura Rockwood examine the potential role for international verification of fissile material in relation to nuclear disarmament, what was accomplished under the Trilateral Initiative and, more importantly, what should be done now to preserve its legacy and take concrete steps towards such verification.

In June, BNP Paribas—France’s largest bank, and one of the largest in the world—agreed to shell out $9 billion to the US Department of Justice for violating sanctions against Cuba, Iran, and Sudan. This past month, US regulators slapped Germany’s Commerzbank—the country’s second-largest bank, with a similar global presence—with a $1 billion fine, after launching an investigation into its dealings with sanctioned countries. The increases in fines have signaled an aggressive, zero-tolerance policy toward violators, as well as a willingness to use the extraterritorial provisions of sanctions, which allow regulators to punish foreign-based banks..."

The ninth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the UN Headquarters in New York from April 27-May 22, 2015. This is the fourth such conference since the indefinite extension of the NPT in 1995. Participating governments will discuss nuclear disarmament, non-proliferation, and the peaceful use of nuclear energy with a view to arriving at consensus on a number of issues.

At 6:00 PM on November 20, 2014, Dr. Mohamed ElBaradei, Director General Emeritus of the International Atomic Energy Agency, gave the Robert McNamara Lecture on War and Peace in the John F. Kennedy Jr. Forum. Dr. ElBaradei spoke of the perils of poverty and income inequality in the modern world as they relate to nuclear security, mentioning the collective nuclear security problems that many impoverished third world nations may pose. The Forum was co-sponsored by The Belfer Center for Science and International Affairs and was moderated by its Director, Graham Allison.

Robert McNamara (1916–2009) was the Secretary of Defense under Presidents John F. Kennedy and Lyndon B. Johnson. He later served as President of The World Bank. McNamara Lecture speakers address the prevention of conflict, weapons of mass destruction, and nuclear terrorism.

On October 15, 2014, Matthew Bunn presented "Strengthening Nuclear Security Through Bilateral Cooperation: What Next?" for the Stanley Foundation "Strategy for Peace" Conference in Washington, D.C.

Dr. Eugene Kogan examines the West's approach to Iran and Syria through the lens of coercive diplomacy. Both cases, he argues, offer a chance to revitalize coercion as a tool of American diplomacy.

Despite substantial progress in improving nuclear security in recent years, there is more to be done.  The threats of nuclear theft and terrorism remain very real.  This paper recommends learning from the much stronger national and international efforts in nuclear safety, and in particular taking steps to build international understanding of the threat; establish effective performance objectives; assure performance; train and certify needed personnel; build security culture and exchange best practices; reduce the number of sites that need to be protected; and strengthen the international framework and continue the dialogue once leaders are no longer meeting regularly at the summit level.

Given the seriousness of the ongoing standoff on the Korean peninsula, South Korea's emergence as an active contributor to international security addressing challenges far from the Korean peninsula is a striking new development, marking South Korea's emergence as a producer rather than a consumer of global security resources. This volume outlines South Korea's progress and accomplishments toward enhancing its role and reputation as a contributor to international security.
