How the Next Nuclear Arms Race Will Be Different from the Last One

All the world's nuclear-armed states (except for North Korea) have begun modernizing and upgrading their arsenals, leading many observers to predict that the world is entering a new nuclear arms race. While that outcome is not yet inevitable, it is likely, and if it happens, the new nuclear arms race will be different and more dangerous than the one we remember. More nuclear-armed countries in total, and three competing great powers rather than two, will make the competition more complex. Meanwhile, new non-nuclear weapon technologies — such as ballistic missile defense, anti-satellite weapons, and precision-strike missile technology — will make nuclear deterrence relationships that were once somewhat stable less so.

Improving Nuclear Safety, Security, and Nonproliferation in Northeast Asia through Multinational Approach

Reviewing recent developments in nuclear energy, it is clear that Northeast Asian countries have become the leading customers and suppliers of nuclear technology worldwide. However, regional cooperation in the nuclear field remains inadequate when compared to the close economic interaction between these states and their need for solutions to pressing issues, such as supply assurance and spent fuel management. At the same time, with events like the Fukushima accident or the ongoing nuclear crisis in North Korea, there is an urgent demand for Northeast Asia to improve the safety, security, and nonproliferation status of the regional nuclear programs as any nuclear-related incident in any regional state will have transnational impact on the economic and social stability of the whole region.

Do Nuclear Weapons Affect the Guns-butter Trade-off? Evidence on Nuclear Substitution from Pakistan and Beyond

Scholars have argued that acquiring nuclear weapons should allow states the luxury of exiting conventional arms races. In turn, a decreased budgetary focus on conventional arms should make possible greater spending on social welfare. The author contests this logic of nuclear substitution by examining its most likely exponent, Pakistan. As a poor, underdeveloped state, a nuclear Pakistan should have welcomed the opportunity to cease its arms race with India, and spend greater sums on its population's welfare. Instead, the article shows that Pakistan has doubled down on its pre-nuclear conventional posture, mainly because of its revisionism over Kashmir.

Uranium Supplies: A Hitch to China’s Nuclear Energy Plans? Or not?

China will triple the number of nuclear power plants it has in operation by 2020 according to official plans, and the country’s nuclear fleet will increase 20-fold by 2050 under some not-yet-approved proposals. But how and where will China get the uranium to fuel them all? Will China need to resort to breeder reactors and reprocessing, with all the proliferation problems they incur? Or is there another way? In this journal article for the Bulletin of the Atomic Scientists, Hui Zhang suggests that between China’s domestic uranium mining, uranium purchased on the international market, and uranium mined by Chinese-owned companies overseas, China could meet even the most ambitious target, thus avoiding the troublesome and dangerous path of reprocessing.

Pakistan's Battlefield Nuclear Policy: A Risky Solution to an Exaggerated Threat

Pakistan has developed tactical nuclear weapons to deter India from executing its Cold Start war doctrine. India, however, has disavowed that doctrine. Further, the use of such weapons against Indian troops inside Pakistan would kill and injure countless civilians, while risking massive nuclear retaliation by India. In this International Security article, Jaganath Sankaran argues Pakistan should reconsider the role of tactical nuclear weapons in its military strategy.

Securing Chinese Nuclear Power Development: Further Strengthening Nuclear Security

Chinese President Xi Jinping addresses China’s new concept of nuclear security with four “equal emphasis” at the third Nuclear Security Summit, and makes four commitments to strengthen nuclear security in the future. To convert President Xi’s political commitments into practical, sustainable reality, China should take further steps to install a complete, reliable, and effective security system to ensure that all its nuclear materials and nuclear facilities are effectively protected against the full spectrum of plausible terrorist and criminal threats. This paper suggests the following measures be taken to improve China’s existing nuclear security system, including updating and clarifying the requirements for a national level DBT; updating and enforcing existing regulations; further promoting nuclear security culture; balancing the costs of nuclear security, and further strengthening international cooperation on nuclear security.

It gives details of China’s nuclear security practices, attitudes, and regulations, as well as identifying areas of concern. The article recommends ways to strengthen China’s nuclear material protection, control, and accounting systems and suggests opportunities for increased international cooperation.
