The End of Cyber-Anarchy?

Joseph Nye argues that prudence results from the fear of creating unintended consequences in unpredictable systems and can develop into a norm of nonuse or limited use of certain weapons or a norm of limiting targets. Something like this happened with nuclear weapons when the superpowers came close to the brink of nuclear war in 1962, during the Cuban missile crisis. The Limited Test Ban Treaty followed a year later.

Japanese Public Opinion, Political Persuasion, and the Treaty on the Prohibition of Nuclear Weapons

The Treaty on the Prohibition of Nuclear Weapons (TPNW) poses a challenge to decades of Japanese nuclear policy. While Japan has relied on the US nuclear umbrella since the aftermath of World War II, numerous pro-disarmament groups — including the Hibakusha — are calling for Tokyo to join the Treaty. The authors contribute to these discussions with commentary on a new national survey they conducted in Japan (N = 1,333). Their results indicate that baseline support for the Prime Minister signing and the Diet ratifying the TPNW stands at approximately 75% of the Japanese public.

'What About China?' and the Threat to US–Russian Nuclear Arms Control

The administration of President Donald J. Trump has consistently used fear of China to undermine nearly five decades of bipartisan consensus on US–Russian nuclear arms control. The negative consequences of these actions may last far beyond the Trump presidency. If generations of agreement between Democrats and Republicans on bilateral nuclear treaties with Russia erode, it will pose a significant setback to US national security and global stability. Future leaders may ultimately need to consider new approaches to nuclear risk reduction that preserve the benefits of the arms control regime.

The Nuclear Fuel Cycle and the Proliferation ‘Danger Zone’

Horizontal nuclear proliferation presents what is sometimes referred to as the "Nth country problem," or identifying which state could be next to acquire nuclear weapons. Nuclear fuel cycle technologies can contribute to both nuclear power generation and weapons development. Consequently, observers often view civilian nuclear programs with suspicion even as research on nuclear latency and the technological inputs of proliferation has added nuance to these discussions. To contribute to this debate, the author puts forth a simple theoretical proposition: En route to developing a civilian nuclear infrastructure and mastering the fuel cycle, states pass through a proliferation "danger zone."

The Overwhelming Case for No First Use

The arguments in favor of the United States' declaring that the only purpose of its nuclear weapons is to deter others who possess them from using theirs — in other words, that in no circumstances will this country use nuclear weapons first — are far stronger than the arguments against this stance. It must be hoped that the next US administration will take this no-first-use step promptly.

The Future of the Nuclear Order

Foreign policy pundits have bemoaned the unraveling of the post-World War II international order in recent years, describing threats to the multilateralism and liberalism enshrined in postwar institutions. An often overlooked component of that structure is the global nuclear order, which, like other parts of the postwar system, was created for magnanimous and selfish aims: reducing the dangers of nuclear weapons for all and serving the interests of the world’s most powerful states.

Nonproliferation and Security Implications of the Evolving Civil Nuclear Export Market

In recent decades, the nuclear export market has observed a marked shift of demand from traditional customers in the Western world to Asia. The lack of projects in the United States, the delay in the French construction of advanced reactors, and the Fukushima accident in Japan have also led to the declining export capabilities of their companies. In contrast, Russia has gained numerous contracts, and China will likely become another major exporter. In this paper, the evolution of the market was examined from both the supply and demand sides with issues including the more concentrated and uncertain market, the lack of full participation by emerging suppliers to the nonproliferation regime, and the lesser governance capabilities of the newcomers. Addressing these issues, a range of policy suggestions was made, including the reinforcement of market shares of Western suppliers, the encouragement of newcomers to adhere to international norms, and a better safeguards contribution scheme.

The History of Fissile-Material Production in China

This article reconstructs the history of China’s production of highly enriched uranium and plutonium for nuclear weapons based on newly available public sources. It begins with discussion of China’s first set of fissile-material production facilities, which China started building in 1958. It then details the first and second “third-line” construction campaigns, initiated in 1964 and the late 1960s, respectively. Finally, the article considers the policy implications of the history of China’s fissile-material production, particularly its influence on China’s attitude toward negotiating a fissile-material cutoff treaty.

An Evolving State of Play? Exploring Competitive Advantages of State Assets in Proliferation Networks

Illicit procurement networks often target industry in developed economies to acquire materials and components of use in WMD and military programs. These procurement networks are ultimately directed by elements of the proliferating state and utilize state resources to undertake their activities: diplomats and missions, state intelligence networks, and state-connected logistical assets. These state assets have also been utilized to facilitate the export of WMD and military technologies in breach of sanctions. While used in most historic proliferation cases, their role has seen limited consideration in the scholarly literature. This article seeks to systematically contextualize state resources in proliferation networks, arguing that their use lies between state criminality and routine activity in support of national security. Considering the competitive advantages of these assets compared to similar resources available in the private sector, the article argues that nonproliferation efforts have caused states to change how they use these resources through an ongoing process of competitive adaptation.
