Nuclear Issues

On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

"Moscow...has a history of manipulating energy supplies for political ends. It used the suspension and threat of suspension of gas supplies to put pressure on its neighbors, including Ukraine. That means it is reasonable for Tehran to have concerns about Russia's trustworthiness as a partner on Bushehr. And unlike some other countries, Iran doesn't have the option of turning to multiple foreign providers, and doesn't believe that it is likely anyone will come to its rescue if Russia doesn't deliver.

Despite substantial progress in improving nuclear security in recent years, there is more to be done.  The threats of nuclear theft and terrorism remain very real.  This paper recommends learning from the much stronger national and international efforts in nuclear safety, and in particular taking steps to build international understanding of the threat; establish effective performance objectives; assure performance; train and certify needed personnel; build security culture and exchange best practices; reduce the number of sites that need to be protected; and strengthen the international framework and continue the dialogue once leaders are no longer meeting regularly at the summit level.

Through structured interviews and a literature review, we assess which approaches to protection against insider thefts in the casino and pharmaceutical industries could be usefully applied to strengthen protections against insider theft in the nuclear industry, where insider thefts could have very high consequences.

Matthew Bunn presented "Expected – or hoped for – outcomes of the Seoul nuclear security summit" to the 10th Annual RoK-UN Joint Conference on Disarmament and Nonproliferation in Jeju, Republic of Korea.

Dramatic growth in nuclear energy would be required for nuclear power to provide a significant part of the carbon-free energy the world is likely to need in the 21st century, or a major part in meeting other energy challenges. This would require increased support from governments, utilities, and publics around the world. Achieving that support is likely to require improved economics and major progress toward resolving issues of nuclear safety, proliferation-resistance, and nuclear waste management. This is likely to require both research, development, and demonstration (RD&D) of improved technologies and new policy approaches.

The Spring 2011 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This issue highlights the Belfer Center’s continuing efforts to build bridges between the United States and Russia to prevent nuclear catastrophe – an effort that began in the 1950s. This issue also features three new books by Center faculty that sharpen global debate on critical issues: God’s Century, by Monica Duffy Toft, The New Harvest by Calestous Juma, and The Future of Power, by Joseph S. Nye.

"...[R]ising regional powers such as Turkey and Brazil can fulfill the role of active partners and help bridge the seemingly irreconcilable differences between the two sides; Iran and 5+1. These actors' perspectives on issues such as international peace and security, comprehensive global disarmament and nuclear monopolies have many supporters in the international community, especially among the Non-Aligned Movement's members, who are fed up with duplicity and self-aggrandizing policies of some of the great powers."

Associate Professor of Public Policy and Project on Managing the Atom Co-Principal Investigator Matthew Bunn provides a comprehensive assessment of global efforts to secure and consolidate nuclear stockpiles, and a detailed action plan for securing all nuclear materials in four years.  Securing the Bomb 2010 was commissioned by the Nuclear Threat Initiative (NTI). The full report, with additional information on the threat of nuclear terrorism, is available for download on the NTI website.

"An ambitious reinvigoration of the grand bargain that was struck 40 years ago in the NPT is needed to usher in a new era of cooperation on preventing proliferation. The renewed grand bargain will need to combine steps that can be taken immediately alongside a vision for the longer term. It will also need to draw in states that are not parties to the NPT. Rather than rushing toward confrontation, with all its risks, all sides must put historic antipathies aside and find face-saving solutions. To give the Iranian advocates of compromise a chance to succeed, the United States and the other major powers need to put offers on the table that will show the people of Iran that nuclear restraint and compliance will put their nation on a path toward peace and prosperity."
