China's Spent Nuclear Fuel Management: Current Practices and Future Strategies

Although China's nuclear power industry is relatively young and the management of its spent nuclear fuel is not yet a concern, China’s commitment to nuclear energy and its rapid pace of development require detailed analyses of its future spent fuel management policies. The purpose of this study is to provide an overview of China's fuel cycle program and its reprocessing policy, and to suggest strategies for managing its future fuel cycle program.

Trends in Investments in Global Energy Research, Development, and Demonstration

Recent national trends in investments in global energy research, development, and demonstration (RD&D) are inconsistent around the world. Public RD&D investments in energy are the metric most commonly used in international comparative assessments of energy-technology innovation, and the metric employed in this article. Overall, the data indicate that International Energy Agency (IEA) member country government investments have been volatile: they peaked in the late 1970s, declined during the subsequent two decades, bottomed out in 1997, and then began to gradually grow again during the 2000s.

In conclusion, they determine that China should enhance strategic planning and regulation from a life cycle viewpoint of the whole society, prioritize energy saving, continuously improve incumbent energy, and rationally develop alternative energy.

Is China Ready for Its Nuclear Expansion?

This paper aims to provide a comprehensive assessment of the Chinese nuclear energy program and policy, reviewing its past, present, likely future developments, as well as to consider potential challenges that deserve further attention. This paper will explore reasons that have caused the existing industry, describe China's nuclear bureaucracy and decision making process to understand how different stakeholders play a role in China's nuclear energy development. This study concludes that China's existing nuclear program and industry, in combination with its current stable economic and political environment, provides a sound foundation for the planned nuclear expansion. However, challenges which are crucial to the success of the nuclear expansion will need to be addressed.

By looking at China's transformative energy policy from several perspectives, this study finds that nuclear energy is indeed a necessity for China.

Enabling a Nuclear Revival—and Managing Its Risks

Matthew Bunn and Martin B. Malin examine the conditions needed for nuclear energy to grow on a scale large enough for it to be a significant part of the world’s response to climate change. They consider the safety, security, nonproliferation, and waste management risks associated with such growth and recommend approaches to managing these risks. Bunn and Malin argue that although technological solutions may contribute to nuclear expansion in the coming decades, in the near term, creating the conditions for large-scale nuclear energy growth will require major international institutional innovation.

With a renaissance in nuclear power on the horizon, major suppliers, including the United States, should reconsider their willingness to assist other countries in developing peaceful nuclear programs."
