The study of existential risk — the risk of human extinction or the collapse of human civilization — has only recently emerged as an integrated field of research, and yet an overwhelming volume of relevant research has already been published. To provide an evidence base for policy and risk analysis, this research should be systematically reviewed. In a systematic review, one of many time-consuming tasks is to read the titles and abstracts of research publications, to see if they meet the inclusion criteria. The authors show how this task can be shared between multiple people (using crowdsourcing) and partially automated (using machine learning), as methods of handling an overwhelming volume of research.

Securing Chinese Nuclear Power Development: Further Strengthening Nuclear Security

Chinese President Xi Jinping addresses China’s new concept of nuclear security with four “equal emphasis” at the third Nuclear Security Summit, and makes four commitments to strengthen nuclear security in the future. To convert President Xi’s political commitments into practical, sustainable reality, China should take further steps to install a complete, reliable, and effective security system to ensure that all its nuclear materials and nuclear facilities are effectively protected against the full spectrum of plausible terrorist and criminal threats. This paper suggests the following measures be taken to improve China’s existing nuclear security system, including updating and clarifying the requirements for a national level DBT; updating and enforcing existing regulations; further promoting nuclear security culture; balancing the costs of nuclear security, and further strengthening international cooperation on nuclear security.

Through structured interviews and a literature review, we assess which approaches to protection against insider thefts in the casino and pharmaceutical industries could be usefully applied to strengthen protections against insider theft in the nuclear industry, where insider thefts could have very high consequences.

This article examines and evaluates security measures at Chinese civilian nuclear power plants and suggests ways to improve them. It also reviews current export control policies and systems, identifies likely challenges to the expanding nuclear sector, and proposes possible solutions.

"...[A] primary goal in the next decades must be to remove this risk of near global self-destruction by drastically reducing nuclear forces to a level where this outcome is not possible, but where a deterrent value is preserved — in other words, to a level of minimum deterrence. This conception was widely discussed in the early years of the nuclear era, but it drowned in the Cold War flood of weaponry. No matter how remote the risk of civilization collapse may seem now — despite its being so vivid only a few decades ago — the elimination of this risk, for this century and centuries to come, must be a primary driver for radical reductions in nuclear weapons."

In his article, Dr. Fuhrmann argues "Peaceful nuclear cooperation—the transfer of nuclear technology, materials, or know-how from one state to another for peaceful purposes—leads to the spread of nuclear weapons. With a renaissance in nuclear power on the horizon, major suppliers, including the United States, should reconsider their willingness to assist other countries in developing peaceful nuclear programs."

Iran's Nuclear Program May Trigger the Young Turks to Think Nuclear

The nuclear program of the Islamic Republic of Iran is becoming an increasingly large issue in Turkey. Even though there were abundant publications worldwide about Iran’s alleged efforts to develop nuclear weapons for more than two decades, Turkish security elite, with few exceptions, have only recently started to raise an eyebrow and express concerns about the subject. To date, their stance vis-à-vis Iran’s nuclear program would be categorized as one of negligence, to say the least. One particular reason for such an attitude was the widespread belief among the Turks that Iran would not be able to materialize its nuclear weapons ambitions anyway because of the adamant opposition of the United States and Israel. In addition, Iran’s obligations under the terms of the NPT and its comprehensive safeguards agreement with the IAEA were also thought to be real impediments. Moreover, Turkey’s NATO membership and the considerable might of the Turkish Armed Forces were believed to be powerful deterrents against Iran, if need be.
