Through structured interviews and a literature review, we assess which approaches to protection against insider thefts in the casino and pharmaceutical industries could be usefully applied to strengthen protections against insider theft in the nuclear industry, where insider thefts could have very high consequences.

Expert Judgments about RD&D and the Future of Nuclear Energy

Probabilistic estimates of the cost and performance of future nuclear energy systems under different scenarios of government research, development, and demonstration (RD&D) spending were obtained from 30 U.S. and 30 European nuclear technology experts. The majority expected that such RD&D would have only a modest effect on cost, but would improve performance in other areas, such as safety, waste management, and uranium resource utilization. The U.S. and E.U. experts were in relative agreement regarding how government RD&D funds should be allocated, placing particular focus on very high temperature reactors, sodium-cooled fast reactors, fuels and materials, and fuel cycle technologies.

The Fuqing Nuclear Power Plant #1 reactor is under construction in Fuqing, SE China, 31 Oct. 2010. Being built by China National Nuclear Company (CNNC), this facility will have 6 reactors, based on CPR-1000 pressurized water reactor technology.

Characteristics and Advantages of the Advanced Small Pressurized Water Reactor

The Advanced Small Pressurized Water Reactor (ASPWR) can be used in remote power grids and replaces mid/small size fossil-fuel plants economically. Current ASPWR deeply adopts modular and integrated pressure vessel design—and a passive safety system—which effectively improves plant safety and economy. This paper performs the comparative study of safety and economy features in ASPWR and large PWRs. The authors suggest that China should start R&D programs in ASPWR.

Trends in Investments in Global Energy Research, Development, and Demonstration

Recent national trends in investments in global energy research, development, and demonstration (RD&D) are inconsistent around the world. Public RD&D investments in energy are the metric most commonly used in international comparative assessments of energy-technology innovation, and the metric employed in this article. Overall, the data indicate that International Energy Agency (IEA) member country government investments have been volatile: they peaked in the late 1970s, declined during the subsequent two decades, bottomed out in 1997, and then began to gradually grow again during the 2000s.

Posturing for Peace? Pakistan's Nuclear Postures and South Asian Stability

India and Pakistan are both nuclear-armed states, but their divergent nuclear postures have led to a stark difference in their deterrence capabilities. India has maintained an assured retaliation posture, but Pakistan has shifted from a catalytic to an asymmetric escalation posture, allowing it to pursue aggressive policies without significant fear of retaliation. Furthermore, to make its posture credible, Pakistan has had to relinquish some central control over the security of its nuclear arsenal. The implications for South Asian and international stability, therefore, are grim unless India and Pakistan can minimize the dangers of their current postures, and the United States can help Pakistan to better secure its nuclear arsenal.

"...[A] primary goal in the next decades must be to remove this risk of near global self-destruction by drastically reducing nuclear forces to a level where this outcome is not possible, but where a deterrent value is preserved — in other words, to a level of minimum deterrence. This conception was widely discussed in the early years of the nuclear era, but it drowned in the Cold War flood of weaponry. No matter how remote the risk of civilization collapse may seem now — despite its being so vivid only a few decades ago — the elimination of this risk, for this century and centuries to come, must be a primary driver for radical reductions in nuclear weapons."

With a renaissance in nuclear power on the horizon, major suppliers, including the United States, should reconsider their willingness to assist other countries in developing peaceful nuclear programs."

Taking a Walk on the Supply Side: The Determinants of Civilian Nuclear Cooperation

Matthew Fuhrmann's article "Taking a Walk on the Supply Side: The Determinants of Civilian Nuclear Cooperation," argues that countries provide civil nuclear assistance for three strategic reasons: to strengthen their allies and alliances, to strengthen their relationship with enemies of enemies, and to strengthen existing democracies and bilateral relationships with these countries. The hypotheses are tested using a new data set on more than 2,000 bilateral civilian nuclear cooperation agreements signed between 1950 and 2000.
