Durable Institution Under Fire? The NPT Confronts Emerging Multipolarity

The regime built around the 1970 Treaty on the Non-Proliferation of Nuclear Weapons (NPT) has helped curtail the spread of nuclear arms for fifty years. In hindsight, it is remarkable only nine states possess the world’s most powerful weapon. The NPT achieved much success during Cold War bipolarity and U.S. unipolarity in its aftermath. But today, China’s rise and Russia’s resurgence have ushered in a new era of emerging multipolarity. Can the treaty withstand the potential challenges of this dynamic environment? There is a real risk that multipolarity may shake the scaffolding of the nonproliferation regime, presenting a significant test to the NPT’s durability. This article identifies four essential elements of the nonproliferation regime: widespread membership, adaptability, enforcement, and fairness. History suggests bipolarity and unipolarity in the international system largely sustained and promoted these NPT features. When international regimes lack such elements, it sharply curtails their long-term efficacy.

'What About China?' and the Threat to US–Russian Nuclear Arms Control

The administration of President Donald J. Trump has consistently used fear of China to undermine nearly five decades of bipartisan consensus on US–Russian nuclear arms control. The negative consequences of these actions may last far beyond the Trump presidency. If generations of agreement between Democrats and Republicans on bilateral nuclear treaties with Russia erode, it will pose a significant setback to US national security and global stability. Future leaders may ultimately need to consider new approaches to nuclear risk reduction that preserve the benefits of the arms control regime.

Uranium Supplies: A Hitch to China’s Nuclear Energy Plans? Or not?

China will triple the number of nuclear power plants it has in operation by 2020 according to official plans, and the country’s nuclear fleet will increase 20-fold by 2050 under some not-yet-approved proposals. But how and where will China get the uranium to fuel them all? Will China need to resort to breeder reactors and reprocessing, with all the proliferation problems they incur? Or is there another way? In this journal article for the Bulletin of the Atomic Scientists, Hui Zhang suggests that between China’s domestic uranium mining, uranium purchased on the international market, and uranium mined by Chinese-owned companies overseas, China could meet even the most ambitious target, thus avoiding the troublesome and dangerous path of reprocessing.

Expert Judgments about RD&D and the Future of Nuclear Energy

Probabilistic estimates of the cost and performance of future nuclear energy systems under different scenarios of government research, development, and demonstration (RD&D) spending were obtained from 30 U.S. and 30 European nuclear technology experts. The majority expected that such RD&D would have only a modest effect on cost, but would improve performance in other areas, such as safety, waste management, and uranium resource utilization. The U.S. and E.U. experts were in relative agreement regarding how government RD&D funds should be allocated, placing particular focus on very high temperature reactors, sodium-cooled fast reactors, fuels and materials, and fuel cycle technologies.

The Status of Advanced Small Pressurized Water Reactors

In order to expand nuclear power energy in desalination and increase competitiveness in the global nuclear power market, many developed countries with strong nuclear technology have realized the importance of Small Modular Reactors (SMR) and initiated heavy research and development in SMR.The Advanced Small Pressurized Water Reactor (ASPWR) is characterized by great advantages, both in safety and economic mattters. It can be used in remote power grids and replace mid/small size fossil plants economically.This paper reviews the history and current status of SMR and ASPWR,and also discusses the design concepts, safety features and other advantages thereof.

The notion of "tribal culture" in the West often brings to mind images of backward, uneducated and unsophisticated societies. Perpetual chaos in states like Afghanistan, Iraq and Somalia, for instance, is often attributed to tribal culture. It is a sweeping judgment as in many cases geopolitical, historical and even religious factors often play a more significant role than the impact of tribal ethos in defining what causes underdevelopment and violence. Pashtun tribal culture is generally portrayed as the root cause behind their support and sympathy for the Taliban and al-Qaeda. This analysis investigates these notions by studying the profiles of the Pashtun tribes that populate the seven tribal agencies that form Pakistan's Federally Administered Tribal Areas.

Uses of Commerical Satellite Imagery in FMCT Verification

Negotiations on a fissile material cut-off treaty (FMCT) may soon be launched at the Conference on Disarmament in Geneva after several years' delay caused by debates over its scope and linkage to nuclear disarmament measures. Fissile material, in practice plutonium or HEU, is the fundamental ingredient in all nuclear weapons. It is also the most difficult and expensive part to produce. A global, verified ban on the production of fissile materials for nuclear explosives would be a key building block in a comprehensive strategy to contain and eliminate nuclear weapons.
