The United Nations’ nuclear watchdog has certified Tehran’s compliance with the terms of a nuclear accord the United States, Iran and other world powers reached in April 2015. The historic agreement is aimed at curtailing Iran’s controversial nuclear program, and paves the way for longstanding sanctions against Tehran to be lifted. Sanctions targeting Iran, and particularly its lucrative energy sector, have crippled the country economically and isolated it diplomatically.

What can the United States do to thwart the nuclear ambitions of its allies? Dr. Kogan analyzes past cases where the United States was able to leverage its alliance commitments to stop friendly states from going nuclear. He then asks what lessons these past nuclear negotiations hold for today.  In the coming decade, key U.S. allies in the Middle East (Saudi Arabia) and East Asia (South Korea, Japan) may consider reducing their reliance on U.S. security guarantees by acquiring independent nuclear deterrents.  In conversation with Project Director Kevin Ryan, Dr. Kogan discusses Washington's options in confronting these contemporary allies with nascent nuclear appetites.

"This could produce the first extensive contact between Washington and Tehran since diplomatic relations ruptured during the Jimmy Carter administration."

Nicholas Burns spoke March 11 in the John F. Kennedy Jr. Forum, labeling the top challenges facing the world today as global climate change, trafficking in women and children, international drug and crime cartels, and terrorist groups with access to chemical and biological weapons. This last challenge motivated the focus on Iran.
