Ukraine's Nuclear Moment

Mariana Budjeryn's Inheriting the Bomb tells the story of how Ukraine came into possession of the world's third-largest nuclear arsenal—larger than the combined stockpiles of China, France, and the United Kingdom at the time—and decided to disarm peacefully a few years later. Ukraine's denuclearization was far from a straightforward process. After initially renouncing nuclear weapons, Ukrainian officials sought recognition that their newly independent country was a rightful heir to part of the Soviet cache, deserving of equal treatment, financial compensation, and pledges that disarmament would not endanger Ukraine's security.

Mariana Budjeryn recounts Ukraine's surrender of its inherited nuclear arsenal and the signing of the Budapest Memorandum by the United States, United Kingdom, and Russia. While the memorandum did not specify the assistance Ukraine was to receive if it became a victim of aggression, Ukrainians were led to believe that the United States would uphold its commitments to their security in the time of need, as Ukraine upheld its commitment to nuclear nonproliferation norms.

Giving the events in Ukraine priority over all other international developments is a hazardous strategy. Negotiations have gotten us nowhere, and way more assertive steps against Russia are not likely to make Putin give in, since he seems to be determined not to lose his influence over eastern Ukraine and eager to demonstrate Russia's power."

Why China Should Observe the Nuclear Security Summit Pledge

The most significant achievement to emerge from the 2014 Nuclear Security Summit was a pledge by 35 countries to observe the terms of a joint agreement, known as Strengthening Nuclear Security Implementation. Promoted strongly by the chairs of all three nuclear summits—the United States, South Korea, and the Netherlands— the 2014 initiative is an important step towards creating a robust global security system designed to prevent nuclear materials from falling into the hands of terrorists. Yet China, along with Russia, India, and Pakistan, did not join the pledge. Beijing has not offered any explanations. China not only can join the new initiative, it should join it—because joining is in China’s own national interest.

Learning from the Past in the Iranian Nuclear Dispute

The controversy over the Iranian nuclear program is in many ways a product of the US-Iranian conflict. The United States and Iran are in the grip of mutual negative perceptions that, in turn, have been reinforced by the escalatory dynamics of the nuclear dispute. After years of seeming diplomatic deadlock, these dynamics suddenly changed for the better in the autumn of 2013. The positive trends culminated in November, when Iran agreed with the five permanent UN Security Council members and Germany, the so-called P5+1, on a confidence-building deal known as the Joint Plan of Action (JPA). Given the record of diplomatic non-achievement, the deal is a historic development.

"The weakening of the EU's role as an independent and mediatory player in the nuclear talks, however, beyond economic losses, could bring negative strategic and political consequences for the EU's status in the entire Middle East, which could in turn damage the region's interests. The new economic sanctions will preclude the opportunity of investment by the EU in Iran's gas and oil sectors, thus decreasing trade and commerce between the two—a shift of policy that provoked a sharp rise in China's activities in those sectors."
