Judging the Trump administration to be incapable of formulating a diplomatic campaign in support of one of its highest foreign policy priorities, John Bolton, a former U.S. ambassador to the United Nations, published an Iran deal exit strategy in the National Review on Monday. The document is less about why the United States should leave the Joint Comprehensive Plan of Action, and more about how to do so.

Nuclear energy powerhouse Westinghouse Electric Co. filed for Chapter 11 bankruptcy on 29 March, with its parent company Toshiba writing off more than $6 billion in losses connected to its US businesses. Westinghouse was engaged in negotiations to build six AP1000 nuclear reactors in India as part of the landmark US-India civilian nuclear agreement. The bankruptcy filing raises fresh questions, not just about the fate of the reactors, but also about the future of the nuclear deal.

The United Nations’ nuclear watchdog has certified Tehran’s compliance with the terms of a nuclear accord the United States, Iran and other world powers reached in April 2015. The historic agreement is aimed at curtailing Iran’s controversial nuclear program, and paves the way for longstanding sanctions against Tehran to be lifted. Sanctions targeting Iran, and particularly its lucrative energy sector, have crippled the country economically and isolated it diplomatically.

A good nuclear agreement with Iran requires that we know first, what work has Iran conducted toward nuclear weapons, and second, can we guarantee that Iran has stopped and will not resume this work. If these questions are not answered correctly and completely before the negotiations conclude, the resulting agreement will be illusory.
