Nuclear Issues

With the successful implementation of the historic nuclear agreement between Iran and the P5+1, a new chapter has opened between Iran and the international community, including the United States. Nevertheless, the future path of bilateral relations between the United States and Iran is uncertain and many challenges exist as the two countries attempt to formulate new terms of engagement. What should U.S. policy be towards Iran after the nuclear agreement? Can the agree­ment open the door to effective collaboration on areas of mutual interest, especially given the rising security challenges and rapidly changing dynamics of the Middle East? Or, will strategic rivalries between Iran and the United States con­tinue to shape and impede cooperation?

The Project on Managing the Atom joined the Netherlands government, the United Nations Office for Disarmament Affairs (UNODA), and the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey in convening a research symposium on the sidelines of the Nuclear Nonproliferation Treaty (NPT) 2015 review conference. The symposium, Fresh Ideas for the Future, took place on April 28 in the UN headquarters in New York City.

Matthew Bunn is a professor of practice at Harvard Kennedy School and co-principal investigator for the Belfer Center’s Project on Managing the Atom. Bunn’s research focus is on nuclear theft terrorism, nuclear proliferation, and innovation in energy technology. During the Clinton administration, Bunn served as an advisor to the White House Office of Science Technology Policy, where he played a major role in U.S. policies related to the control and disposition of weapons-usable nuclear materials in the United States and the former Soviet Union. We asked Bunn about the current crisis in U.S.-Russian relations and its impact on nuclear security.

As a young man in the small city of Ogden, Utah, Brandon Parker found himself increasingly interested in the U.S. Air Force, a service where his step-father had made his career. Recruited by the Air Force Academy to play basketball, Parker didn't initially want to become a pilot. But after his initial flight-screening program, he called his mother out of excitement to let her know that he had found exactly what he was meant to do. Until recently, Lieutenant Colonel Parker commanded a nuclear bomber unit based in North Dakota. This year, Parker a research fellow with the Center's International Security Program/Project on Managing the Atom, is conducting research on nuclear nonproliferation.

In October, 2012, at the foot of a rocky hillside in eastern Kazakhstan, a group of American, Russian, and Kazakh nuclear scientists and engineers gathered for a ceremony marking the completion of a secret 17-year, $150 million operation to secure plutonium in the tunnels of Degelen Mountain—an abandoned site of Soviet underground nuclear testing.

John Park, a senior research associate at the U.S. Institute of Peace and currently a visiting fellow with the Belfer Center's International Security Program/Project on Managing the Atom, recently sat down with for a one-on-one interview where he talked about his work with the Center and his contributions to the Seoul Nuclear Security Summit.

When President Barack Obama hosted nearly 50 heads of state in Washington, D.C. for the first global Nuclear Security Summit in 2010, the Belfer Center made available to the leaders and their sherpas a range of relevant background materials and information. With the arrival of the 2012 Seoul Nuclear Security Summit, the Center created www.nuclearsummit.org – an online Nuclear Security Summit dossier.

Researchers from the United States and Russia issued in June a joint assessment of the global threat of nuclear terrorism, warning of a persistent danger that terrorists could obtain or make a nuclear device and use it with catastrophic consequences.

The Spring 2011 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This issue highlights the Belfer Center’s continuing efforts to build bridges between the United States and Russia to prevent nuclear catastrophe – an effort that began in the 1950s. This issue also features three new books by Center faculty that sharpen global debate on critical issues: God’s Century, by Monica Duffy Toft, The New Harvest by Calestous Juma, and The Future of Power, by Joseph S. Nye.

The Winter 2010/11 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This issue highlights a major Belfer Center conference on technology and governance, the Center's involvement in the nuclear threat documentary Countdown to Zero, and a celebration of Belfer Center founder Paul Doty.
