Nuclear Issues

On October 11, 2018, Harvard Kennedy School Professor of Practice Matthew Bunn presented "For Security's Sake: Saving U.S.-Russian Nuclear Arms Control" at Oak Ridge National Laboratory.

This Policy Brief compares and contrasts the Trump administration’s 2018 Nuclear Posture Review with past reviews and its Obama predecessor. It concludes that this review offers a much harsher assessment of the security environment; it posits a more expansive role for nuclear weapons; and proposes a substantial de-emphasis on arms control.

Senior Fellow William Tobey testified on March 17, 2016, before the Senate Foreign Relations Committee on "Reviewing the Administration’s Nuclear Agenda."

Simon Saradzhyan testified before the U.S. House of Representatives' Europe, Eurasia, and Emerging Threats Subcommittee Hearing on "The Threat of Islamist Extremism in Russia," on September 30, 2015. 

In his testimony, Saradzhyan asked: "Can the United States and Russia cooperate against the threat posed by the Islamic State of Iraq and Syria and other international terrorist organizations, even though the bilateral relationship has deteriorated in the wake of the crisis in Ukraine? My answer is they can and they will if they act in their best interest."

Last fall, experts from around the world gathered to identify ways to strengthen nuclear security cooperation between the United States and Russia and the United States and China. In this Policy Brief, Nickolas Roth summarizes that conversation and provides policy recommendations based on it.

At 6:00 PM on November 20, 2014, Dr. Mohamed ElBaradei, Director General Emeritus of the International Atomic Energy Agency, gave the Robert McNamara Lecture on War and Peace in the John F. Kennedy Jr. Forum. Dr. ElBaradei spoke of the perils of poverty and income inequality in the modern world as they relate to nuclear security, mentioning the collective nuclear security problems that many impoverished third world nations may pose. The Forum was co-sponsored by The Belfer Center for Science and International Affairs and was moderated by its Director, Graham Allison.

Robert McNamara (1916–2009) was the Secretary of Defense under Presidents John F. Kennedy and Lyndon B. Johnson. He later served as President of The World Bank. McNamara Lecture speakers address the prevention of conflict, weapons of mass destruction, and nuclear terrorism.

The Stanley Foundation convened a group of experts and policymakers from the United States and abroad to address these issues October 15–17, 2014, at its 55th annual Strategy for Peace Conference. The group discussed overcoming challenges to nuclear security cooperation faced by the United States, Russia, and China, and next steps in ensuring that countries put in place effective and sustainable nuclear security measures with strong security cultures. On September 26, 2014, Matthew Bunn presented "Nuclear Security in Russia – and Current State of Cooperation" at the Harvard Workshop on Nuclear Security at the U.S. Institute for Peace.
