Iran Stockpiling Uranium Far Above Current Needs

In a televised speech on January 1, Iranian President Hassan Rouhani said that Tehran had imported 200 metric tons of yellowcake uranium and would import another 120 tons at an unspecified future date. The imports are permitted by the nuclear deal, the Joint Comprehensive Plan of Action (JCPOA), but nonetheless significantly exceed Iran’s needs for natural (that is, unenriched) uranium over the next 15 years. Iran’s import of such high levels of uranium suggests it may be stockpiling uranium to reach nuclear breakout before the deal’s initial limitations expire in 2031.

The JCPOA permits Iran to buy natural uranium to “replenish” its stocks as it sells enriched uranium on the international market. To date, Iran has had difficulties locating a buyer for its enriched uranium stocks – unsurprising, given the current excess of commercially available enriched uranium. This, however, has not stopped Iran from buying and stockpiling more yellowcake.

Iran plans to manufacture and install additional advanced centrifuges at its Natanz facility in about 10 years, substantially boosting the country’s uranium-enrichment capability, according to a confidential document leaked last week by the Associated Press. According to the plan – which Iran reportedly shared with the IAEA six months ago – Tehran’s breakout time will shrink to a few weeks or less.

Furthermore, days after those revelations, Iranian officials saidthat they are prepared to swiftly reinstall dismantled centrifuges should their counterparts not fulfill their commitments under the deal, known as the Joint Comprehensive Plan of Action or JCPOA. The head of Iran’s Atomic Energy Organization, Ali Akbar Salehi, even said that his country could restore its pre-JCPOA enrichment capacity within 45 days.

Elbe Group Members Urge More Cooperation to Combat Nuclear Terrorism

At a meeting 23 and 24 March in Belgrade, US and Russian members of the Elbe Group – retired general officers from the military and intelligence services – declared that the risk of terrorism, both conventional and nuclear, is growing.  They urged that special attention must be given to preventing Daesh, al Qaeda, and other terrorist organizations which have declared openly their desire to gain weapons of mass destruction, from obtaining them.

IAEA Releases Guidelines on Nuclear Material Control and Accounting

More than a decade after its nuclear security recommendations first recognized the threat insiders pose to nuclear facilities, the International Atomic Energy Agency (IAEA) has finally released its guide on nuclear material control and accounting for nuclear security.  (This has been in the works for years.) Many people wrongly think that any material under international safeguards has accounting and control good enough for security purposes as well, but there are important differences.

Congress Gives Thumbs Up to International Nuclear Security Conventions

As part of the USA Freedom Act, Congress yesterday passed key legislation that will finally permit U.S. ratification of two important treaties that strengthen international nuclear security. While the Senate gave its advice and consent for ratification of the 2005 amendment to the Convention on Physical Protection of Nuclear Materials (CPPNM) and the International Convention on the Suppression of Acts of Nuclear Terrorism (ICSANT) years ago, the treaties require parties to criminalize certain acts related to nuclear terrorism, so passage of implementing legislation was needed before the United States could ratify them.  Failure to ratify these key treaties on nuclear security and nuclear terrorism before any of the first three nuclear security summits, when the United States was pushing the world to act on nuclear security, has been a substantial embarrassment.

Towards a New Phase in Nuclear Security Cooperation

The Fourth Nuclear Security Summit (NSS2016) takes place next year in the United States. The preparations by representatives of participating countries - so called Sherpas - have started. I am pleased to discuss the prospects of NSS2016 also with the readers of Nuclear Security Matters as a follow-up to a visit to Harvard University Belfer Center.

I cannot anticipate final recommendations of 53 national Sherpas, let alone the decisions of the Heads of States or Governments in the Summit. But let me offer a few initial thoughts from a Finnish perspective on what issues will be addressed and what could be some of the outcomes. Debate on these topics is going on and will continue.

In the 2014 Nuclear Security Summit Communiqué, leaders from more than 50 countries “reaffirm[ed] the fundamental responsibility of States, in accordance with their respective obligations, to maintain at all times effective security of all nuclear and other radioactive materials, including nuclear materials used in nuclear weapons, and nuclear facilities under their control. This responsibility includes taking appropriate measures to prevent non-state actors from obtaining such materials – or related sensitive information or technology – which could be used for malicious purposes, and to prevent acts of terrorism and sabotage."

Snapshot of Nonproliferation Budget Process for 2015

Last week, the House and Senate agreed on a budget to fund the federal government—including nonproliferation and nuclear security programs—through fiscal year 2015. Despite its participation in the Nuclear Security Summit earlier in 2014 and strong rhetoric from President Obama about the need to prioritize nuclear security, his administration proposed cutting spending on programs to strengthen security for nuclear weapons useable material for the third year in a row. In response, twenty-six Senators signed a letter to the Obama administration requesting that funding for nonproliferation and nuclear security programs be increased.
