Russia and the Global Nuclear Order

Russia's 2022 invasion of Ukraine illuminated the long profound shadow of nuclear weapons over international security. Russia's nuclear threats have rightfully garnered significant attention because of the unfathomable lethality of nuclear weapons. However, the use of such weapons in Ukraine is only one way—albeit the gravest— that Russia could challenge the global nuclear order. Russia's influence extends deep into the very fabric of this order—a system to which it is inextricably bound by Moscow's position in cornerstone institutions such as the Nuclear Non-Proliferation Treaty (NPT) and the International Atomic Energy Agency (IAEA). From withdrawing from key treaties to stymieing resolutions critical of misconduct, Moscow has demonstrated its ability to challenge the legitimacy, relevance, and interpretations of numerous standards and principles espoused by the West.

By many measures, Russia’s state-controlled nuclear energy company, Rosatom, has primacy in the global nuclear energy market. At any given moment, the firm provides technical expertise, enriched fuel, and equipment to nuclear reactors around the world. The Russian invasion of Ukraine and, more acutely, the Russian military’s dangerous actions at the Zaporizhzhia nuclear power plant and in the Chernobyl exclusion zone have many countries rethinking their dependence on Russian nuclear products and searching for alternatives. Additionally, the ensuing global effort to cripple Russian access to international markets calls into question the viability of current contracts, government licensing, and financial instruments involved in Russia’s nuclear exports.

Fears mount for safety of Ukraine’s nuclear reactors amid Russian invasion

Concerns are mounting about the safety of Ukraine’s 15 nuclear reactors and the possibility of an ecological disaster in the midst of the Russian invasion.

“There are contingencies but I doubt that these power plants have prepared for a full-scale invasion,” said Mariana Budjeryn, a Ukrainian research associate with Harvard University’s project on managing the atom. “In the middle of a large scale conflict, there’s a myriad of things that could happen, for which normal, even very robust, safety procedures at a nuclear power plant [would be insufficient].”

China's Nuclear Spent Fuel Management and Nuclear Security Issues

In this essay, Hui Zhang reviews the status of spent fuel storage in China.  He suggest that China should take steps to improve physical protection, reduce insider threats, promote a nuclear security culture, and improve nuclear cyber security. He also recommends China, South Korea, and Japans’ nuclear security training centers should cooperate and exchange best practices on insider threat reduction, contingency plans for emergency response, and discuss regional cooperation for long-term spent fuel storage, including building a regional center of spent fuel storage.

Nuclear Energy in the Middle East? Regional Security Cooperation Needed

Nuclear power in the Middle East has appeared poised for dramatic growth for more than a decade.  Iran’s nuclear power plant at Bushehr, the first of its kind in the Middle East, began producing electricity in 2011. Tehran has plans or proposals for additional 11 reactors, according to the World Nuclear Association. Saudi Arabia has announced plans to build 16 nuclear power reactors by 2040. The UAE has four nuclear power reactors under construction, the first of which is expected to come online later this year.  Egypt, Turkey, and Jordan, are each pursuing the development nuclear energy at their own pace.  The appearance of activity is impressive.

Ensuring Iran’s Enrichment R&D is for Peaceful Purposes

Iran announced last week that it would start feeding its first IR-8 centrifuges with uranium hexafluoride gas (UF6). The 2015 Iran nuclear deal states that Tehran’s breakout time (the time needed to enrich uranium enough for a nuclear bomb) is one year, but that is based on Iran only using the first-generation, less-efficient IR-1 centrifuges. With more powerful IR-8s and other advanced centrifuges, Iran could enrich uranium for a weapon much faster. In three to four years, the country could be able to deploy large numbers of advanced centrifuges – if it can convince the international community that its nuclear program is peaceful and that it should be treated like any other nation, without restriction on its nuclear and enrichment activities.

Improving Nuclear Safety, Security, and Nonproliferation in Northeast Asia through Multinational Approach

Reviewing recent developments in nuclear energy, it is clear that Northeast Asian countries have become the leading customers and suppliers of nuclear technology worldwide. However, regional cooperation in the nuclear field remains inadequate when compared to the close economic interaction between these states and their need for solutions to pressing issues, such as supply assurance and spent fuel management. At the same time, with events like the Fukushima accident or the ongoing nuclear crisis in North Korea, there is an urgent demand for Northeast Asia to improve the safety, security, and nonproliferation status of the regional nuclear programs as any nuclear-related incident in any regional state will have transnational impact on the economic and social stability of the whole region.
