A Financial Sanctions Dilemma

Over the last two decades, there has been a dramatic increase in the popularity of financial sanctions as an instrument of US foreign policy to address security threats ranging from weapons of mass destruction (WMD) proliferation and terrorism to human rights violations and transnational crime. Washington’s policymakers have prized these tools for their ability to rapidly apply pressure against foreign targets with few perceived repercussions against American business interests. The problem, however, is that Washington is ignoring a growing tension between financial sanctions designed to support economic statecraft (with non-financial goals) and those designed to protect the international financial system. Confusing the two sends mixed signals to adversaries as well as allies and undermines US credibility and commitment to upholding international banking rules and norms. If Washington cannot reconcile these competing processes, it is unlikely that future administrations will enjoy the same foreign policy levers, leaving the United States at a significant disadvantage.

India and the Nuclear Security Summit

The fourth and final Nuclear Security Summit took place in Washington DC from March 31-April 01, 2016.  Despite the initial apprehension about the summits in certain parts of the world, it has been a useful process.  With more than 50 countries represented from across the world, the summits elevated the level of awareness of nuclear security. Leaders of established nuclear states began to think about nuclear security in a new way, reducing complacency about the risks of terrorism and sabotage.  This thinking took shape in national and multilateral commitments in areas including nuclear security regulation, physical protection of nuclear materials, nuclear forensics, protection against nuclear smuggling, and insider threats and nuclear terrorism.

Strengthening International Cooperation on Nuclear Materials Security

Matthew Bunn, Will Tobey, Hui Zhang, and Nickolas Roth recently participated in a two-day roundtable discussion sponsored by the Stanley Foundation on U.S. nuclear security cooperation with Russia and China. The discussion, which involved experts from around the world, focused on overcoming challenges to nuclear security cooperation and ensuring that countries put in place effective and sustainable nuclear security measures with strong security culture.

Design for Values in Nuclear Technology

Safety has always been an important criterion for designing nuclear reactors, but in addition to safety, there are at least four other values that play a key role, namely, security (i.e., sabotage and proliferation), sustainability (i.e., environmental impacts, energy resource availability), economic viability (i.e., embarking on new technology and its continuation), as well as intergenerational justice (i.e., what we leave behind for future generations). This chapter reviews the evolution of generations of nuclear reactors (I, II, III, III, and IV) in terms of these values.

Nuclear Security Centers of Excellence

Since the 2010 Nuclear Security Summit, Centers of Excellence have been recognized as an important part of the global nuclear security architecture. Centers of Excellence serve as a mechanism for ensuring individuals, whether facility managers, regulatory staff, scientists, engineers, or technicians, are trained on a wide number of important nuclear security issues. These centers focus on the important “human factor” of the global effort to secure nuclear material.

Strengthening Global Approaches To Nuclear Security

Despite substantial progress in improving nuclear security in recent years, there is more to be done.  The threats of nuclear theft and terrorism remain very real.  This paper recommends learning from the much stronger national and international efforts in nuclear safety, and in particular taking steps to build international understanding of the threat; establish effective performance objectives; assure performance; train and certify needed personnel; build security culture and exchange best practices; reduce the number of sites that need to be protected; and strengthen the international framework and continue the dialogue once leaders are no longer meeting regularly at the summit level.

China Responds to Fukushima

Before the Fukushima Daiichi nuclear accident, China had big nuclear expansion plans, with more than 40 reactor units under construction or in planning. The Fukushima disaster led China to conduct safety inspections of all its reactors and to suspend nuclear project approvals until a new nuclear safety plan could be adopted. Under Beijing's new safety regulatory system, reactors that are operating or under construction will be spared major redesign, but future projects will face re-engineering, perhaps leading the Chinese to adopt safer third-generation reactor designs created by Chinese firms.
