The Fool's Errand for a Perfect Deal with Iran

"The P5+1 should set aside the effort to craft an all-at-once comprehensive bargain and instead adopt a strategy of negotiating incremental agreements. An incremental approach has a number of advantages. The negotiators could focus on one sticking point at a time, without having to coordinate agreement on all of them at once. Negotiators could defer currently intractable issues, like enrichment capacity, until greater trust is built or new opportunities arise. Most importantly, the compromises already achieved under the JPA could be maintained and consolidated, independently of the ups and downs of ongoing negotiations."

Securing China’s Nuclear Power Plants

Since September 11, 2001, China has substantially advanced its physical protection system, with a switch in focus from the traditional "guns, gates, guards" approach to an effective mixed approach, combining personnel with modern techniques. Then-Chinese President Hu Jintao emphasized at the 2012 Nuclear Security Summit that, "In the future, China will further take nuclear security measures, make sure the security of its own nuclear materials and facilities, improve the overall nuclear security." This paper examines the specific and detailed physical protection approaches that are currently applied to China's nuclear power plants, and recommends further steps to improve China's existing nuclear security system.

Securing China’s Weapon-Usable Nuclear Materials

This article describes the status of China’s military and civilian nuclear programs, fissile material production and associated nuclear facilities, and the Chinese nuclear experts and officials’ perspectives on the nuclear terrorism threat. It gives details of China’s nuclear security practices, attitudes, and regulations, as well as identifying areas of concern. The article recommends ways to strengthen China’s nuclear material protection, control, and accounting systems and suggests opportunities for increased international cooperation.

Enabling a Nuclear Revival—and Managing Its Risks

Matthew Bunn and Martin B. Malin examine the conditions needed for nuclear energy to grow on a scale large enough for it to be a significant part of the world’s response to climate change. They consider the safety, security, nonproliferation, and waste management risks associated with such growth and recommend approaches to managing these risks. Bunn and Malin argue that although technological solutions may contribute to nuclear expansion in the coming decades, in the near term, creating the conditions for large-scale nuclear energy growth will require major international institutional innovation.

Iran, the Middle East, and International Security

"In the years since the September 11 attacks and the onset of crisis in Iraq, Iran's consolidation of its political-security role in the Middle East, and its impact upon regional and international security systems has been the focus of attention in international and Middle East security studies. The prevailing view in the West and the Arab world is that new political-security and geopolitical developments have changed the balance in regional power and political structure in favor of Iran. Accordingly, this situation has had negative effects on the United States' strategic interests, its regional allies in the Arab world, and on Israel's position. During recent decades, preserving a 'balance of power' policy between the regional actors has been the basis of American foreign policies in the region, especially in the Persian Gulf. The recent developments have unbalanced power equations in favor of Iran."

Insure to Assure: A New Paradigm for Nuclear Nonproliferation and International Security

"No country has yet encountered major problems in its nuclear fuel supply specifically because of commercial disruptions. However, past political constraints on supply may be part of the motivation for countries like Iran to seek enrichment capability. Thus far it is unclear what other countries might be on the fence about acquiring a full fuel cycle and could be swayed not to enrich if an effective assurance mechanism could address the simply political risk. It is important for IAEA to identify these countries and the assurances they would need so that the best supply assurance mechanism can be crafted. Anticipating nuclear needs—not just for enriched uranium but also for fabricated fuel, transport, spare parts, etc.—and deciding whether and how government should help satisfy such needs is the best way to ensure that the industry develops in ways that serve the public's interests."
