Nuclear Waste

Nuclear waste epitomizes the Anthropocene. Scientific discovery of nuclear fission in the 1930s ushered in the atomic age. The onset of nuclear weapons and nuclear energy production in the 1940s and 1950s then created a uniquely human problem with planetary implications. Today, 33 countries operate 442 nuclear power reactors, and nine countries possess nearly 13,000 nuclear arms. The result is high-level waste that is dangerously radioactive for millennia to come. Yet, there has never been a permanent waste solution in place. Technically feasible long-term nuclear waste storage options exist, but nearly all governments prefer riskier interim plans hidden from public view and debate. This chapter considers the likelihood of societies addressing the contentious environmental and economic politics of deep geological repositories; and it asks, how long will obfuscation of the risks of this unique Anthropocene challenge continue?

Enabling a Significant Nuclear Role in China’s Decarbonization

While China is building nuclear reactors faster than any other country in the world, major constraints may limit nuclear energy’s ability to grow to the scale of hundreds of gigawatts that would be required for it to play a major part in decarbonizing China’s energy system. This chapter explores the major constraints on, and risks of, large-scale nuclear energy growth in China, and how both new policies and new technologies might address them. It focuses particularly on the two biggest constraints – economics and siting. Substantial government policies to support nuclear power and advanced reactor systems designed to address some of the key constraints are both likely to be needed for nuclear to have a chance of playing a major role in decarbonizing China’s energy system; nuclear energy’s role may be bigger in the second half of this century than in the first half.

US-Russian Cooperation to Improve Security for Nuclear Weapons and Materials

Today, US-Russian political relations are as poisonous as they have been in decades. Former Secretary of Energy Ernest Moniz and former Senator Sam Nunn have warned that “not since the Cuban Missile Crisis of 1962 has the risk of a US-Russian confrontation involving the use of nuclear weapons been as high as it is today." In Washington, there is more talk of new sanctions than of paths to cooperation. Nevertheless, there are some hints in both capitals that despite the larger political confrontation, both sides would like to find areas of common interest where cooperation might be possible. The next time the US and Russian presidents meet and issue a joint statement, they should include direction for their nuclear experts to begin working together again— on an agenda that includes nuclear energy, nuclear security, nonproliferation, technologies for verifying future arms agreements, and more.

Backchannel Non-Proliferation: Militarily Non-Aligned States and Nuclear Diplomacy

What roles can small militarily non-aligned States play in nuclear non-proliferation diplomacy with actual or suspected proliferators? And how might international law shape such contributions? Current literature identifying effective approaches to nuclear non-proliferation and rollback is somewhat one-dimensional, emphasising the behaviour of great powers and international organisations. By contrast, this chapter analyses activities militarily non-aligned States may undertake supporting negotiations in accordance with international legal norms and institutions. More specifically, it explores Swedish and Swiss initiatives in the early 2000s, a period of growing tensions over the Iranian and North Korean nuclear programmes. Drawing upon resources including unpublished elite interviews, the chapter offers new insights into theoretical backchannel non-proliferation mechanisms. It complements existing literature on nuclear proliferation by offering a fuller account of diplomatic negotiations. Ongoing crises suggest many future challenges to the non-proliferation regime will emerge, and militarily non-aligned States may hold one of the few keys to facilitating dialogue. International law can both compel these States to act and provide them with influential—but often-overlooked—non-proliferation roles. Indeed, reconsidering dominant narratives about ‘players’ involved in nuclear diplomacy may provide new avenues for policy-making and theorising aimed at preventing the spread of nuclear weapons.

Damage Control: The Breach of the Budapest Memorandum and the Nuclear Non-Proliferation Regime

The Memorandum on Security Assurances in Connection with Ukraine’s Accession to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), signed in 1994 by Ukraine, and the three NPT depositary states, the United States, United Kingdom and Russian Federation, is not a ratified, legally binding treaty, but a set of high-level political commitments. Its significance is in explicitly linking Ukraine’s sovereignty and security to the NPT, and the basic bargains enshrined in it. The NPT’s depositary states gave Ukraine security assurances in exchange for Kyiv’s renunciation of the world’s third largest nuclear weapons arsenal. Moscow’s manifest violation of this deal when it invaded Ukraine in 2014 not only eroded European security. It has also undermined the rationale of the international nonproliferation regime. While not directly related to the question of the North-Atlantic Alliance’s enlargement, Russia’s disregard for the NPT’s logic has, since 2014, escalated Ukrainian critique of NATO’s insufficient engagement in Eastern Europe, during the last quarter of a century.
