A former governor of Texas – the state that produces more crude oil, natural gas, lignite coal, wind power and refined petroleum products than any other – would seem to be a natural choice for secretary of energy. Yet, assuming he is confirmed by the Senate, Rick Perry will face a paradox.

Leading up to and during the 2016 Nuclear Security Summit, Belfer Center experts released reports, published commentary, and provided insight and analysis into global nuclear security. In advance of the Summit, the Project on Managing the Atom set the stage for discussion with the report Preventing Nuclear Terrorism: Continuous Improvement or Dangerous Decline?

Russia in Review: a digest of useful news from U.S.-Russia Initiative to Prevent Nuclear Terrorism for November 5-12, 2015

"The breathtaking intensity and variety of speculation on the future of the Middle East that were sparked by the signing of the nuclear technology/sanctions agreement this week between Iran and the P5+1 powers has revolved around a few key issues. Is Iran a threat to the Arab world because of its “hegemonic” aims, as some Arab states believe? Will its increased power and influence in the wake of this accord be used to “destabilize” the region? Will the United States slowly make Iran a major regional ally and recalibrate somewhat its relations with Saudi Arabia, Israel, Turkey, and Egypt? Will the devious Iranians cheat during the years of the accord, and then sprint to build a nuclear bomb in its wake?"

On June 23 and 24, twenty five experts met at Harvard University’s Kennedy School of Government under the auspices of the Geopolitics of Energy Project at the Belfer Center for Science and International Affairs. The group, which included experts from academia, the financial sector, government, and the energy industry, spent an evening and the following full day discussing and debating the possible energy implications of a nuclear deal between the P5+1 and Iran.

Preventing Iran from obtaining nuclear weapons is vital to U.S. national security interests. A key aspect of that matter is Iran’s compliance with its Safeguards Agreement with the International Atomic Energy Agency (IAEA) and with other related agreements. It is a broad subject, but I understand the Committee has specific interests, so I will confine my statement to those topics.

In Washington, 10 years is a long time — more than two presidential terms. In the antique land of Persia, however, it is the blink of an eye. Those negotiating a nuclear deal with Tehran need to equal the patience of their Iranian counterparts.

There are strong signs that nuclear weapons work continues. Understanding them is crucial to verifying and enforcing a new agreement. If we do not insist on answers before a comprehensive agreement is concluded, we will never get them.
