Putin’s Remarks on Use of Nuclear Weapons Are Confusing, But Unlikely to Constitute a Shift in Nuclear Posture

Russian President Vladimir Putin’s eschatological talk of nuclear Armageddon at this year’s Valdai forum has stirred up heated debates on how well his description of Russia’s potential use of nuclear weapons matches the country’s official military doctrine. However, a close look at Putin’s Oct. 18 remarks and Russia’s 2014 military doctrine reveals that, while Putin deviated from the language in the doctrine, he did not lie on the first use issue. Nor did he seem to be hinting at a shift in Russia’s nuclear posture. More likely, he was signaling to Washington that the existing nuclear arms control treaties need to remain in place for the sake of ensuring strategic stability in the U.S.-Russian nuclear dyad and avoiding an accidental war between the two countries.

US-Russian space cooperation: a model for nuclear security

This interdependence between the US and Russian space programs persists even though the two countries are now living through what some pundits describe as a new Cold War. There was a time not so long ago, however, when the two nations viewed space solely as an area of strategic competition. The steps that Washington and Moscow took to transform their space rivalry into cooperation can serve today as a model for working together to help prevent nuclear terrorism, no matter how strained relations may seem.

U.S.-Russia Conference Aims to Reduce Tensions

For two days in October, Russian and American experts met at the Belfer Center to discuss the state of U.S.-Russia relations and look for glimmers of hope.

Unfortunately, few were seen. The conflict in Eastern Ukraine is only the most urgent manifestation of a deeply troubled relationship between Russia and the West—in particular the United States. As one Russian participant stated, “We should deal first with the problems that existed even before Ukraine.”

NATO-Russian Relations Can Still Be Saved

It is indisputable that the Ukraine crisis has dealt a serious blow to Russia's relations with core members of NATO. It would take many years for Moscow, Washington and Brussels to fully mend the fences even if the conflict in Ukraine were resolved tomorrow.

But as Russia's new military doctrine indicates, the Rubicon in NATO-Russian relations has not been crossed — at least not yet. While naming Russia's allies, the doctrine, which was published on Dec. 26, avoids designating either NATO as a whole or any of its specific members as adversaries.

A New Report: Steps to Prevent Nuclear Terrorism - Recommendations Based on the U.S.-Russia Joint Threat Assessment

Nuclear terrorism remains a real and urgent threat. Despite an array of mechanisms established to combat this threat, several serious problems persist, requiring relentless attention and actions by the United States, Russia and other responsible nations. These problems include continuing nuclear security vulnerabilities in a number of countries and the continued incidents of illicit trafficking in nuclear materials, radioactive sources and the various components.

This new report, “Steps to Prevent Nuclear Terrorism: Recommendations Based on the U.S.-Russia Joint Threat Assessment,” was produced jointly by researchers at Harvard’s Belfer Center for Science and International Affairs and the Russian Academy of Sciences’ Institute for U.S. and Canadian Studies (ISKRAN). The study outlines concrete steps for the United States and Russia to take in leading international efforts to combat the threat of nuclear terrorism.

The NSA leaker’s departure from Moscow’s Sheremetyevo airport, for an undisclosed location in Russia, on Thursday is turning into a real blessing for the US-Russian relationship," writes Simon Saradzhyan. "It may sound perverse, but both Barack Obama, and, to a lesser extent, Vladimir Putin, have good cause to thank the man whom the US government has fruitlessly asked Russia to extradite and whom the Russian government has just granted temporary asylum."

What Happened to the Soviet Superpower’s Nuclear Arsenal? Clues for the Nuclear Security Summit

Twenty years ago Russia and fourteen other newly-independent states emerged from the ruins of the Soviet empire, many as nations for the first time in history. As is typical in the aftermath of the collapse of an empire, this was followed by a period of chaos, confusion, and corruption. As the saying went at the time, “everything is for sale.” At that same moment, as the Soviet state imploded, 35,000 nuclear weapons remained at thousands of sites across a vast Eurasian landmass that stretched across eleven time zones. 

Today, fourteen of the fifteen successor states to the Soviet Union are nuclear weapons-free. This paper will address the question: how did this happen? Looking ahead, it will consider what clues we can extract from the success in denuclearizing fourteen post-Soviet states that can inform our non-proliferation and nuclear security efforts in the future. These clues may inform leaders of the U.S., Russia, and other responsible nations attending the Seoul Nuclear Security Summit on March 26-27, 2012. The paper will conclude with specific recommendations, some exceedingly ambitious that world leaders could follow to build on the Seoul summit’s achievements against nuclear terrorism in the period before the next summit in 2014. One of these would be to establish a Global Alliance Against Nuclear Terrorism.
