Nuclear Issues

As the policy community prepares to assess an agreement between the U.S. and its P5+1 partners and Iran, Senate Foreign Relations Committee Chairman Bob Corker asked me to review the history of analogous agreements for lessons that illuminate the current challenge. In response to his assignment, I reviewed the seven decades of the nuclear era, during which the U.S. negotiated arms-control treaties, including the Non-Proliferation Treaty of 1968; strategic arms limitation talks and agreements from SALT to New Start; the North Korean accord of 1994; the agreements that helped eliminate nuclear weapons in Ukraine, Kazakhstan, and Belarus in the early 1990s; and the pact that eliminated the Libyan nuclear weapons program in 2003.

Among many lessons and clues from this instructive history, five stand out

Washington Post Opinion Writer and Senior Fellow with the Future of Diplomacy Project, David Ignatius, delivered an address entitled “Covering the Obama Administration in the Fog of Foreign Policy” and led a breakfast seminar with experts, students, and fellows on September 18. He explored current trends in the Middle East, critical factors at play in the negotiations with Iran, the West’s relationship with Russia and positive developments in the US-China relationship.

The Belfer Center’s Eben Harrell and Pulitzer Prize-winning author David E. Hoffman for the first time report the details of one of the largest nuclear security operations of the post-Cold War years — a  secret 17-year, $150 million operation to secure plutonium in the tunnels of Degelen Mountain.

Russian leaders have previously promised to improve the survivability of their offensive nuclear missile force as a means of ensuring that they would retain an effective nuclear deterrent, and that will likely happen.  But recent events and announcements indicate that Russia is also investing money in its own increased missile defenses.

Rolf Mowatt-Larssen, a former director of intelligence and counterintelligence at the Department of Energy, argues that despite not falling victim to a major terrorist event in the last 10 years, the United States must not be complacent in its counter-terrorism efforts. Mowatt-Larssen said in a Belfer Center seminar in September that he believes the possibility of a major attack is higher in the next 10 years than in the preceding decade.

The Spring 2011 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This issue highlights the Belfer Center’s continuing efforts to build bridges between the United States and Russia to prevent nuclear catastrophe – an effort that began in the 1950s. This issue also features three new books by Center faculty that sharpen global debate on critical issues: God’s Century, by Monica Duffy Toft, The New Harvest by Calestous Juma, and The Future of Power, by Joseph S. Nye.

The Winter 2010/11 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This issue highlights a major Belfer Center conference on technology and governance, the Center's involvement in the nuclear threat documentary Countdown to Zero, and a celebration of Belfer Center founder Paul Doty.

The following study focuses on the threat of nuclear terrorism facing Israel. It begins with an overview of the nature of the threat, before turning to the potential perpetrators of nuclear terrorism against Israel, possible delivery mechanisms and targets, and the specific scenarios under which the threat to Israel might materialize. The study then presents possible policy options for Israel to deal with the threat, both unilaterally and in conjunction with the United States.
