Simon Saradzhyan testified before the U.S. House of Representatives' Europe, Eurasia, and Emerging Threats Subcommittee Hearing on "The Threat of Islamist Extremism in Russia," on September 30, 2015. 

In his testimony, Saradzhyan asked: "Can the United States and Russia cooperate against the threat posed by the Islamic State of Iraq and Syria and other international terrorist organizations, even though the bilateral relationship has deteriorated in the wake of the crisis in Ukraine? My answer is they can and they will if they act in their best interest."

The discussion, which involved experts from around the world, focused on overcoming challenges to nuclear security cooperation and ensuring that countries put in place effective and sustainable nuclear security measures with strong security culture.

China Should Endorse the Hague Summit Pledge to Strengthen Nuclear Security Implementation

The most significant achievement to emerge from the 2014 Nuclear Security Summit was a pledge by 35 countries to observe the terms of a joint agreement, known as Strengthening Nuclear Security Implementation. This document committed the signatories to incorporate the principles and guidelines of the International Atomic Energy Agency (IAEA) regarding nuclear security into their national laws, and to allow teams of international experts to periodically evaluate their security procedures. Promoted strongly by the chairs of all three nuclear summits—the United States, South Korea, and the Netherlands— the 2014 initiative is an important step towards creating a robust global security system designed to prevent nuclear materials from falling into the hands of terrorists.

Securing China’s Nuclear Energy Development

Chinese president Xi Jinping said in his address at the 2014 Nuclear Security Summit that, “we should place equal emphasis on development [of nuclear energy] and security, and develop nuclear energy on the premise of security.” He further emphasized that, “developing nuclear energy at the expense of security can neither be sustainable nor bring real development. Only by adopting credible steps and safeguards can we keep the risks under effective control and develop nuclear energy in a sustainable way."

Eliminating Potential Bomb Material from Japan’s Fast Critical Assembly

Today, the United States and Japan announced that Japan would eliminate all the plutonium and highly-enriched uranium at its Fast Critical Assembly (FCA) at Tokai-mura.  This is a tremendous step forward for nuclear security; for terrorists, this would be some of the best material that exists in any non-nuclear-weapon state.  The material includes 331 kilograms of plutonium, most of it weapons-grade, and 214.5 kilograms of weapons-grade HEU.  (The FCA also includes over a ton of material just at the 20 percent U-235 mark that defines HEU.)   The weapons-grade HEU is enough for four simple terrorist “gun-type” bombs or a larger number of trickier-to-build implosion bombs.  The plutonium amounts to more than 40 bombs worth of material.

Is China Complacent About Nuclear Security?

Like dozens of other world leaders, Chinese President Xi Jinping is preparing to attend the third Nuclear Security Summit, which will take place in The Hague on March 24 and 25.  China actively participated in the first two summits, and since the 9/11 terrorist attacks in 2001, China has indeed made strides in strengthening its system for protecting nuclear facilities.  To make sure that nuclear security systems are actually implemented effectively, however, the development of a strong security culture—in which the relevant individuals hold a deeply rooted belief that insider and outsider threats are credible—is imperative.

Pakistan's Nuclear Posture: Implications for South Asian Stability

"...[E]xtremist elements in Pakistan have a clear incentive to precipitate a crisis between India and Pakistan, so that Pakistan's nuclear assets become more exposed and vulnerable to theft. Terrorist organizations in the region with nuclear ambitions, such as al-Qaida, may find no easier route to obtaining fissile material or a fully functional nuclear weapon than to attack India, thereby triggering a crisis between India and Pakistan and forcing Pakistan to ready and disperse nuclear assets—with few, if any, negative controls—and then attempting to steal the nuclear material when it is being moved or in the field, where it is less secure than in peacetime locations."
