The 22 person team made up of Airmen and Soliders of the NYNG respond to incidents of chemical, biological, radiological, nuclear and explosive, and every 18 months have to go through an evaluation where the unit is certified in their mission.

Today, the origins of the concept of RW have largely been forgotten.  Indeed, since 9/11, radiological weapons have been associated mainly with non-state actors, who may not have the means or motivations to acquire and use far more lethal nuclear explosives.  A fixation on the very real dangers posed by nuclear terrorism, however, should not obscure the risks that states also may again pursue radiological weapons.

A nuclear explosion detonated anywhere by a terrorist group would be a global humanitarian, economic, and political catastrophe. The current COVID-19 pandemic reminds us not to ignore prevention of and preparation for low-probability, high-consequence disasters. For nuclear terrorism, while preparation is important, prevention must be the top priority. The most effective strategy for keeping nuclear weapons out of the hands of terrorists is to ensure that nuclear materials and facilities around the world have strong and sustainable security. Every president for more than two decades has made strengthening nuclear security around the globe a priority. This includes the Trump administration, whose 2018 Nuclear Posture Review states: “[n]uclear terrorism remains among the most significant threats to the security of the United States, allies, and partners.”

The Three Ages of NATO: An Evolving Alliance

Jens Stoltenberg,NATO Secretary General, discussed the future of the NATO alliance during this speech, given at the Harvard Kennedy School on September 23, 2016. He described the alliance as a responsive organization, capable of adapting to changes in the international security landscape but committed to the continuity of its founding values. In particular, he emphasized the necessity of maintaining a policy of absolute solidarity among member states, especially  in light of the exacerbating civil war in Syria and Russia’s aggressive stance toward countries to the East of NATO member state borders.

Relations with Iran: Questions to Consider

With the successful implementation of the historic nuclear agreement between Iran and the P5+1, a new chapter has opened between Iran and the international community, including the United States. Nevertheless, the future path of bilateral relations between the United States and Iran is uncertain and many challenges exist as the two countries attempt to formulate new terms of engagement. What should U.S. policy be towards Iran after the nuclear agreement? Can the agree­ment open the door to effective collaboration on areas of mutual interest, especially given the rising security challenges and rapidly changing dynamics of the Middle East? Or, will strategic rivalries between Iran and the United States con­tinue to shape and impede cooperation?

Elbe Group Members Urge More Cooperation to Combat Nuclear Terrorism

At a meeting 23 and 24 March in Belgrade, US and Russian members of the Elbe Group – retired general officers from the military and intelligence services – declared that the risk of terrorism, both conventional and nuclear, is growing.  They urged that special attention must be given to preventing Daesh, al Qaeda, and other terrorist organizations which have declared openly their desire to gain weapons of mass destruction, from obtaining them.

Fresh Thinking on Highly Enriched Uranium Research Reactor Conversions

Last week, a National Academies of Sciences, Engineering, and Medicine panel affirmed the goal of eliminating highly enriched uranium (HEU) from civilian use, while recommending step-wise conversion of high performance research reactors using weapon-grade uranium fuel and that the White House coordinate a 50-year national roadmap for neutron-based research. (Full disclosure:  I sat on that committee, and oversaw the NNSA reactor conversion program from 2006-9; this post, however, represents my views, not necessarily those of the committee or NNSA.)
