During the Future of Diplomacy Project's 2017 'Europe Week' series, diplomats, scholars, and policymakers visited the Kennedy School to examine Europe's greatest challenges. 

On 24 and 25 November 2016 experts from politics and academia, including FDP Executive director Cathryn Clüver, discussed the impact of Brexit on several policy areas in a series of workshops at the Hertie School of Governance in Berlin. All events took place under Chatham House rules.

Dr. Ian Bremmer, expert in political risk and founder of the Eurasia Group, gave a seminar sponsored by the the Future of Diplomacy Project on Thursday, November 9 at the Harvard Kennedy School, titled “Managing Risk in an Unstable World."

The Right Honourable Douglas Alexander offered his views on European security in a discussion moderated by FDP Executive Director Cathryn Cluver.

Is the IAEA a strong enough institution to successfully act as a monitor of this deal?

Yes, but the problem is going to be financing. This is a really resource-intensive project. This is two decades of monitoring a number of facilities, and it's going to need a number of people and equipment. It's going to be a resource-intensive process, but that's something that world powers are signing up for, as they'll need to.

"In the following weeks, the agreement will doubtless receive much criticism. Many will claim that one side or the other made too many concessions. But both sides stand to gain from the framework agreement, which should also be considered a victory for the global nonproliferation regime. Ahead of the Nuclear Non-Proliferation Treaty Review Conference that begins in late April, where no major achievements in nonproliferation are likely to be announced, the framework agreement is a very important success."

"The P5+1 should set aside the effort to craft an all-at-once comprehensive bargain and instead adopt a strategy of negotiating incremental agreements. An incremental approach has a number of advantages. The negotiators could focus on one sticking point at a time, without having to coordinate agreement on all of them at once. Negotiators could defer currently intractable issues, like enrichment capacity, until greater trust is built or new opportunities arise. Most importantly, the compromises already achieved under the JPA could be maintained and consolidated, independently of the ups and downs of ongoing negotiations."

"Netanyahu, however, went too far, criticizing the administration's approach for months and then strongly condemning the interim agreement, rather than working quietly to ensure that the potential downsides were minimized. In so doing he has managed to marginalize Israel on this issue and it is hardly a factor in the conduct of the negotiations."
