Damage Control: The Breach of the Budapest Memorandum and the Nuclear Non-Proliferation Regime

The Memorandum on Security Assurances in Connection with Ukraine’s Accession to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), signed in 1994 by Ukraine, and the three NPT depositary states, the United States, United Kingdom and Russian Federation, is not a ratified, legally binding treaty, but a set of high-level political commitments. Its significance is in explicitly linking Ukraine’s sovereignty and security to the NPT, and the basic bargains enshrined in it. The NPT’s depositary states gave Ukraine security assurances in exchange for Kyiv’s renunciation of the world’s third largest nuclear weapons arsenal. Moscow’s manifest violation of this deal when it invaded Ukraine in 2014 not only eroded European security. It has also undermined the rationale of the international nonproliferation regime. While not directly related to the question of the North-Atlantic Alliance’s enlargement, Russia’s disregard for the NPT’s logic has, since 2014, escalated Ukrainian critique of NATO’s insufficient engagement in Eastern Europe, during the last quarter of a century.

It’s Time to Prohibit Radiological Weapons

Today, the origins of the concept of RW have largely been forgotten.  Indeed, since 9/11, radiological weapons have been associated mainly with non-state actors, who may not have the means or motivations to acquire and use far more lethal nuclear explosives.  A fixation on the very real dangers posed by nuclear terrorism, however, should not obscure the risks that states also may again pursue radiological weapons.

The findings of this analysis illuminate the factors likely to affect the pursuit of radiological weapons by other states in the future.

Comparing Nuclear Accident Responses at Three Mile Island, Chernobyl, and Fukushima

The viability of nuclear energy has long focused on concerns about nuclear safety. The government and industry responses to the three major nuclear reactor accidents—Three Mile Island (TMI), Chernobyl, and Fukushima—offer insights about how to prevent and respond to nuclear accidents. While there is no perfect strategy for prevention or response, past experience can and should inform decisions on regulating nuclear power in the future. The following comparison of three accidents reveals that independent oversight and a strong safety culture are paramount to rapid response, organized evacuation and repopulation, and clear communication to local publics during and after an accident at a nuclear power plant.
