After a tumultuous week of unpredictable twists and turns during President Donald Trump’s visit to Europe, anxiety levels have risen among experts and policy makers about the coming summit between Trump and President Vladimir Putin. As President Trump himself has noted, there is no shortage of issues demanding the attention of the two leaders: Syria, Iran, arms control and — who knows — maybe even Russia’s interference in America’s elections. But energy could snake its way onto the agenda, and Trump needs to be careful not to give Putin concessions in exchange for something the Russian president already plans on doing.

Dr. Ian Bremmer, expert in political risk and founder of the Eurasia Group, gave a seminar sponsored by the the Future of Diplomacy Project on Thursday, November 9 at the Harvard Kennedy School, titled “Managing Risk in an Unstable World."

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

"In the dark days at the turn of the year, all but a few bits of U.S.-Russian cooperation to strengthen nuclear security in Russia came to a halt.  No longer, for now at least, will U.S. experts work with counterparts at major Russian nuclear facilities to implement better means to prevent insiders from stealing fissile material, or to improve accounting, so a theft would be quickly detected..."

Last fall, experts from around the world gathered to identify ways to strengthen nuclear security cooperation between the United States and Russia and the United States and China. In this Policy Brief, Nickolas Roth summarizes that conversation and provides policy recommendations based on it.

"Some of Russia's opponents may welcome the country's decline on the grounds that the problem will eventually solve itself, but that will be shortsighted. A century ago, the decline of the Austro-Hungarian and Ottoman Empires proved highly disruptive to the international system. A gradual decline, like that of ancient Rome or 18th-century Spain, is less disruptive than a rapid one, but ultimately the best scenario would feature a recovering and rebalanced Russia over the next decade."

Amidst intense negotiations between Iran and the P5+1 countries in Vienna on Iran's nuclear program, Professor Matthew Bunn was interviewed for a July 14 article in the Tehran Times about what a comprehensive agreement would look like and how the two sides of the dispute should approach the talks to obtain significant and substantive results.

Speaking at West Point last month, President Obama warned that “if nuclear materials are not secure, that poses a danger to American citizens.” Contrarily, recently proposed budget cuts could hamper work being done to ensure nuclear material never falls into the wrong hands. In his National Interest op-ed, Matthew Bunn makes the case that preventing nuclear danger should remain a top priority for Congress.
