After a tumultuous week of unpredictable twists and turns during President Donald Trump’s visit to Europe, anxiety levels have risen among experts and policy makers about the coming summit between Trump and President Vladimir Putin. As President Trump himself has noted, there is no shortage of issues demanding the attention of the two leaders: Syria, Iran, arms control and — who knows — maybe even Russia’s interference in America’s elections. But energy could snake its way onto the agenda, and Trump needs to be careful not to give Putin concessions in exchange for something the Russian president already plans on doing.

In 1998, in Operation Auburn Endeavor, the U.S. government helped fly 4.3 kilograms of highly enriched uranium (HEU) and low-enriched uranium (LEU) from vulnerable facilities in war-torn Georgia to the Dounreay reprocessing plant in the United Kingdom. At the time, those in the U.S. government involved in the project, myself included, thought that was all the HEU there was in Georgia. So it was a surprise when the IAEA announced the removal of another 1.83 kilograms of HEU from Georgia – apparently now really the last of the HEU there.

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

Despite the nuclear accident at the Fukushima-Daiichi plant in Japan, a growing number of countries are interested in expanding or introducing nuclear energy. However, nuclear energy production and nuclear waste disposal give rise to pressing ethical questions that society needs to face. This book takes up this challenge with essays by an international team of scholars focusing on the key issues of risk, justice and democracy. The essays consider a range of ethical issues including radiological protection, the influence of gender in the acceptability of nuclear risk, and environmental, international and intergenerational justice in the context of nuclear energy

In December 2014, Russia informed the United States that, after more than twenty years of cooperation, it was halting almost all nuclear security work between the two countries. My new Issue Brief written for the Deep Cuts Commission, titled “U.S.-Russian Nuclear Security Cooperation: Rebuilding Equality, Mutual Benefit, and Respect,” explains how the two countries share responsibility for things getting to this point.

"Russia has developed a proposal that seems to offer a solution to these problems. Under the acronym BOO (Build, Own, Operate), Russia's state-owned Rosatom offers to finance, build and operate new nuclear reactors for the aspiring nuclear energy countries....Rosatom's proposal only contributes to a quicker global dispersal of nuclear energy, while the existing nuclear safety governance regime is not ready yet to ensure the safety of a global expansion."

On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.
